A meeting is scheduled for late morning today at the Ministry of Education on the provisional assignments of teaching, educational and ATA staff, after last week’s stalemate. Given the unions’ requests, responses from the Ministry on some important aspects relating to who will be able to apply are expected at today’s meeting.

MIM and its intentions

The Ministry of Education and Merit would be inclined to allow the submission of applications for provisional interprovincial assignment only to teachers who have completed the training and probationary period by the deadline for submitting the application and to those who fall within the exemptions already provided for by the CCNI on mobility for 2024/2025.

In essence, the Administration would like to avoid the submission of applications in paper form as happened last year, for 2023/2024, where new hires from GPS I support bracket and from quick mini call, those hired from the extraordinary bis competition, have submitted, with reservation, the application waiting to pass the probationary year and dissolve the reservation.

The Administration would also like to maintain the validity of the three-year mobility restriction, which prohibits temporary interprovincial assignments, and would like to allow the submission of the application only to those tied to it who have one of the following exemptions:

to) parents of a child under 12 years of age; in the case of adoptive and foster parents, whatever the age of the minor, within twelve years of the minor’s entry into the family, and in any case no later than reaching the age of majority;

b) those who find themselves in the conditions referred to in the articles 21 and 33, paragraphs 3, 5 and 6, of law 5 February 1992, n. 104;

c) those who benefit from the expected rest periods and permits by art.42 of legislative decree 151/2001 which have the quality of:

1) spouse, part of a civil union or de facto partner, cohabitant of a person with a serious disability;

2) father or mother, including adoptive or foster parents, in the event of death, absence or in the presence of disabling pathologies of the subjects referred to in point 1);

3) one of the cohabiting children in the event of death, absence or in the presence of disabling pathologies of the subjects referred to in point 2);

4) one of the cohabiting brothers or sisters in the event of death, absence or in the presence of disabling pathologies of the subjects referred to in point 3);

5) relative or similar within the third degree cohabiting in the event of death, absence or in the presence of disabling pathologies of the subjects referred to in point 4).

d) the spouse or child of a disabled or disabled person referred to to art.2, paragraphs 2 and 3, of law 30 March 1971, n.118.

Transitional phase and abolition of restrictions for all

Among the highly accredited hypotheses is that, considered fundamental by all the unions, to abolish for the 2024-2025 school year the ban on those tied without an exemption from being able to submit a request for temporary interprovincial assignment. Given the transitional phase of the annual mobility negotiation, which continues its ultra-activity for the third consecutive year, using the old CCNI 2019-2022, we hope for an agreement on the 2024/2025 mobility that will allow all teachers, including new hires of all types, to be able to submit the application for provisional assignment regardless of any mobility constraints.

In this case, all teachers could submit the application for annual interprovincial mobility, with the exception of those who, being placed on a fixed-term role, did not complete their probationary year during the 2023/2024 school year.
