The photovoltaic system project in Bicinicco.

In Bicinicco the Greenfrut company presented a project for an agrovoltaic system on 137 hectares, for a power of 68.5 MW; a large system that covers the entire surface of the agricultural company of the same name which has been present there for a long time.

A system that, according to Legambiente Fvg, it will have a certain environmental impactbut especially social, seen them concerns and reactions of the local community who saw this project parachuted in without anything being known about it.

“Agrovoltaic is a system model that reconcilepreserving them and making them coexistent, agricultural and energy activities – say environmentalists -; it’s a useful model for the maintenance of agricultural activity and for the energy transition process we are undergoing. But until these impactful projects are properly presented and shared with local administrations and communities, they will be always destined to create oppositionmisunderstandings and resistance which, often, are not technically motivated although justified from the point of view of the relationship with the territory”.

As regards the Bicinicco project, Legambiente has presented some observations on the EIA procedure to the Ministry of the Environment in progress; substantive questions were raised such as the use of alien or unsuitable species for masking perimeters insinuating the risk of plant pollution which, according to the association, is not justified by the declared honey production objectives or by the fact that, strictly according to the law, the plant would be built “on areas considered unsuitable”.

But most of all questions of method were raised underlining how the project was deposited without a prior discussion and presentation process to the community and local administration who find themselves having to essentially take note of a proposal with a strong territorial impact without having previously taken it into account.

“In this regard – Legambiente points out -, only in the first 5 months of 2024 related projects were presented 307 hectares for 190 MW and another 134 hectares for 80 MW were deposited in 2023 for a total of over 1,500 ha and 1,470 MW requested in the last 20 years in the Region without ever, until now, despite the more or less veiled protests of administrators and local populations, the issue of democratic participation has been addressed for the presentation and discussion of these systems”.

“Don’t do it – concludes the association -, creates serious damage to the transition processwhile it should strengthen sharing and social acceptance, a real issue to deal with also using the regulatory spaces reserved for compensations; in this regard Legambiente proposed to the Ministry that a part of the plant can be made available to the Municipality of Bicinicco to create a Renewable Energy Community; Also only 3% of power could provide energy for around 800 families“.

Legambiente believes that it is important to define a regulatory and procedural framework whereby, in the face of large-scale plant projects (utility scale) preliminary publicity and discussion paths are adopted, even more so now that the overall regulatory framework is well defined, but all to the advantage of large investors.
