The Regional Council decided on the proposal of the Health Councilor Angelo Gratarola, the intended use of the resources equal to 1 million and 240 thousand euros of the “Funds from local health authorities to finance prevention activities in the workplace”.

The distribution of funds for the continuation in 2024 of the activities already planned or started in 2022/2023 has been divided as follows:

• 240,000 euros to the PSAL (Complex Structure for Prevention and Safety in Work Environments) of the Ligurian local health authorities for activities within the aforementioned unitary project: 80 thousand euros for the local health authority 3, 40 thousand euros for the other Ligurian local health authorities for the acquisition of equipment, devices, furnishings and materials. Acquisition of technologies and information systems (hardware and software), training events, seminars, conferences. Dissemination and communication activities. Collaborations with third parties.

• 100,000 euros for regional activities related to health and safety at work as part of the PRP (Prevention and Promotion of Health) 2020-25.

• A maximum amount of 900,000 euros, to be defined by subsequent decree of the Sector, as an incentive for the staff of the PSALs of the local health authorities who participated in the aforementioned unitary project in 2023. The amount of the incentives was agreed upon through comparison between the Health Area and Social services of the Liguria Region and the trade unions. of the Healthcare sector and approved through an agreement signed on 04/12/2023.

“It is crucial to promote a culture of safety at work – comments the interim president of the Liguria Region Alessandro Piana -, guarantee a safe working environment, protect the health of workers and increase general well-being. Allocating resources, as the Liguria Region is doing, to implement preventive measures allows us to reduce the risk of accidents and occupational diseases: prevention is an essential investment for the future of citizens and for our economic and social fabric”.

“The Liguria Region continues its commitment to carrying forward the work environment health and safety prevention plan – explains Health Councilor Angelo Gratarola -, increasing all interventions that aim to increase safety in the workplace. Controls and supervision are fundamental but to carry out prevention we need qualified personnel and with these new resources we want to further strengthen the role of the health and safety services of the local health authorities, which is responsible for implementing the actions planned by the Region. Recruitments to integrate the staff of the ‘Complex Structure of Prevention and Safety in the Workplace’ are also continuing in this direction, because the victims of accidents at work are a serious social wound that we must all fight together”.

In the 2022 1,432,520 euros were collected from the sanctions: of these 240,000 euros were allocated to the PSALs of the Ligurian local health authorities for the acquisition of equipment, instruments and for training and communication projects, relating to activities relating to health and safety on the work scheduled as part of the Regional Prevention Plan 2021/25.

One million and 200 thousand euros were instead allocated to temporarily cover the staffing needs of the Prevention Departments of the Ligurian local health authorities through the acquisition of LL.PP personnel. or on a fixed-term basis in the professional profiles deemed essential for the provision of the services provided for the Prevention Department, with priority for activities in the Workplace Safety sector.

In July 2023 the Prevention Departments reported the following hirings: 4 operators in ASL1, 12 operators in ASL2, 18 operators in ASL3, 7 operators in ASL4, 9 operators in ASL5.

In 2023 the proceeds collected were 1,471,301 euros; of these 570,582 euros were allocated to the staff of the SC PSAL sector who participated in the year 2022 in the activities relating to health and safety at work linked to the 2021/25 Regional Prevention Plan with the following distribution: 46,200 euros for ASL1 , 102,632 euros for ASL2, 273,000 euros for ASL3, 91,000 euros for ASL4, 57,750 euros for ASL5.

From the 2022 proceeds, 45,445.55 euros were used for the creation and management, for the years 2023 and 2024, by Liguria Digitale, of an IT portal dedicated to data collection in support of the activities carried out by the Local Health Authority Prevention Departments Ligurians as part of the project “Workplaces that promote health – WHP Liguria Network” of the Regional Prevention Plan 2021/25.

The portal was activated in September 2023 and is currently operational and the Project has achieved the objectives set for 2023 by the Regional Prevention Plan.

The remaining 308,028 euros in addition to 191,971 euros from the proceeds of 2023 (for a total of 500,000 euros) were used for the activation of the health surveillance protocol of workers exposed to asbestos for the acquisition of capital goods and professional profiles deemed essential for the implementation of the protocol, with priority for the needs of the Prevention Departments, with the following breakdown: 95,600 euros for ASL1, 102,400 euros for ASL2, 143,000 euros for ASL3, 51,000 euros for ASL4 , 108,000 for ASL5.

As of 12/31/2023 the proceeds amount to €1,252,650.92, which will be used in 2024, in part (240,000 euros) by the SC PSAL of the Ligurian local health authorities for the acquisition of equipment, instrumentation and for training and communication projects , as a continuation of the activities on health and safety at work linked to the 2021/25 Regional Prevention Plan, and partly as an incentive institute for the year for the staff of the SC PSAL sector who participate in the activities.
