The first phase of the proposed agreement would last 42 days and include – in addition to the entry of 600 trucks of humanitarian aid per day – the release of 33 hostages including women, children, elderly, sick and injured, alive or dead. He would see the partial withdrawal of Israeli troops from Gaza as soon as Hamas releases the hostages and the return of unarmed Gazans to their homes. In the meantime, the two sides are expected to negotiate an extension of the ceasefire.
According to the report, for every female or child hostage released, 30 Palestinian female or child security prisoners would be released based on lists provided by Hamas. For every hostage who was sick, injured or over the age of 50 released, they would come 30 elderly, sick or injured Palestinian prisoners released. For every female soldier, 50 prisoners would be released, of which 30 would be sentenced to life imprisonment and 20 to long-term sentences, again according to the lists provided by Hamas. In exchange, Israel would release Palestinian minors arrested in Gaza after October 7.

The final phase of the agreement would include an exchange of bodies, a three-to-five year reconstruction process for the Strip overseen by Egypt, Qatar and the United Nations and the eventual lifting of the Israeli-Egyptian blockade on the enclave.
