Friuli, from autonomy to more attractive work in public administration


TRIESTE (ITALPRESS) – Work in public administration is very different from what citizens have perceived for too long. It is in fact a very often dynamic and rewarding occupation. For this reason, the Region is making an important effort to make all levels of public employment more attractive, enhancing the peculiarities and real needs of our Municipalities, putting the professional satisfaction of employees at the center and paying great attention to work-life balance. This in summary is the thought formulated by the councilor for local authorities Pierpaolo Roberti during the conference “The autonomy of Friuli Venezia Giulia: experiences to be valorised and needs for the future”, organized today in Trieste by the Cisl Fvg. Also at the center of the round table was the loss of posts in the PA which affected over two thousand employees in the region from 2015 to 2022. For the councilor, the issues related to regional autonomy are certainly complex but at the same time relevant because they closely affect the lives of citizens. An organization without adequate staff or tools ends up not providing the requested services.

Fortunately this happens in a completely marginal way in Friuli Venezia Giulia but we must continue to act to improve the activity of the public administration. During his speech, the representative of the Council spoke in particular about a survey that the Region entrusted to Swg to understand how interesting it is for younger people to enter the public sector in this phase and what the contractual and regulatory instruments could be that could be put into play. Although Friuli Venezia Giulia is at the top in Italy for its ability to provide quality services in all sectors, the PA is still seen as a machine driven by gray bureaucrats where little is earned and it is very difficult to be able to progress from a point of professional view. At the top of the aspirations of younger people, especially after the pandemic, is the desire for skills and reconciliation with family needs and extra-work activities to be valorised. Aspects on which the regional administration, as the councilor reiterated, has made enormous progress, just think of the widespread use of smart working today. The tarnished image of work in the Public Administration is evident in the public competitions which register massive participation especially from those who are already employed, in various forms, by the single sector. For the councilor, to make public employment more attractive it is not enough to focus on contractual and salary issues. It is instead necessary to make the most of the autonomy of Friuli Venezia Giulia by offering additional tools compared to those made available at national level by the Single Sector, making work in the Public Administration of Friuli Venezia Giulia more attractive, responding to the needs of the Municipalities and ensuring the right human and professional satisfaction for public employees. In conclusion, the representative of the Executive also spoke about the Administration’s plan to move new functions from the Region to the Regional Decentralization Bodies (EDR) when an adequate number of staff capable of following these additional skills will be available.
