Still very high tension in the Capanne prison, in Perugia, due to the crazy intemperance of a foreign inmate and, once again, some of the policemen on duty and some of the furnishings inside the structure are paying the consequences.

As Fabrizio Bonino, national secretary for Umbria of the Autonomous Penitentiary Police Union, explains: “The massacre of Penitentiary Police officers on duty in the Capanne prison in Perugia continues. Last night, around 6pm, a Moroccan prisoner was the protagonist of a serious critical event who, after having been subjected to special surveillance for a suicide attempt, treacherously set fire to the mattress in his cell and then locked himself in the bathroom. The police personnel intervened immediately but with great difficulty due to the lack of internal visibility due to the enormous black smoke which prevented the identification of the base of the fire, with the aid of masks and cylinders”.

“These were moments of very high tension,” continues the trade unionist. “After ten minutes, the heroic Blue Basques managed to get the prisoner out of the cell and, at the same time, evacuate the section by taking all the prisoners for a walk. All the prisoners were examined and fortunately nothing serious was found: 4 policemen, however, were taken to the hospital in Perugia and underwent treatment”.

“The recurrence of serious critical events in prison is constant and continuous”, concludes Bonino: “for this reason, like Sappe, we ask for a ministerial inspection in the Capanne prison in Perugia which ascertains the significant dysfunctions and inconveniences that reflect on the safety and operation of the Prison and Penitentiary Police personnel (who work there with professionalism, self-denial and humanity despite a serious shortage of staff and an absolutely precarious and crumbling work organization) and take the appropriate measures”.

“The violence and tension experienced by the police officers on duty in the Capanne prison in Perugia are very serious: it is unacceptable that the Penitentiary Police officers must risk their own safety every day and be subject to aggression, intoxication and violence solely because they represent the State in a context in which the violent fringe of prisoners has no hesitation in creating disorder, riots and critical events. Enough!”, denounces the general secretary of Sappe Donato Capece. “It is completely clear that in the prisons of the nation and of Umbria in particular, the strong and evident presence of the State is needed, which cannot tolerate this widespread impunity, and urgent and effective measures are needed!”, continues the Sappe leader, which renews the appeal to the leaders of the DAP to create the conditions “to re-establish order and security, truly implementing that zero tolerance towards those violent prisoners who, even in prison, are convinced that they can continue to commit crimes with absolute impunity!”. “We need strict rules to restore order and security in prisons, truly implementing that zero tolerance towards violent inmates who, even in prison, are convinced that they can continue to commit crimes with absolute impunity! Here we need the strong and evident presence of the State, which cannot tolerate this widespread impunity, and urgent and effective measures are needed!” – concludes Capece.
