Intermunicipal operational plans, economic support from the Tuscany Region

The Tuscany Region has published the notice for the granting of regional contributions for the drafting of inter-municipal operational plans for the year 2024. It establishes the methods for submitting applications by the Municipalities and assigning regional contributions, defining the evaluation criteria of the funding requests.

Intermunicipal operational plans are territorial governance tools that concern several contiguous municipalities for large-area planning. The Poi represent the operational phase following the one that led to the drafting of the inter-municipal structural plans which Tuscany involved 172 municipalities (i.e. over 60% of the total), achieving the objective of the formation of 48 new PSIs (instead of 172 new “traditional” Structural Plans) and, therefore, obtaining simplification and savings of public resources.

At the moment, 41 Municipalities have started adopting and approving the Intermunicipal Operational Plan. This will lead to the definition of a real regional strategic plan, which will be a mosaic of the Intermunicipal Structural and Structural Plans: a consolidated statutory discipline which will be the reference for the Municipalities’ next operational planning, in a transparent and simplified system.

Interested municipalities now have until September 30th to submit applications with the request for funding. The amount that can be granted is 60,000 euros for groupings of up to three municipalities, 100,000 euros for groupings of up to 5 municipalities and 140,000 euros for groupings with more than 5 municipalities.

The regional contribution may reach a maximum percentage of 60% of the overall cost of drafting the Intermunicipal Operational Plan declared in the application.

For the regional councilor for urban planning, “with this further decision the Region intends to encourage large-area planning, supporting local authorities in the territorial planning process. In his opinion, this is the logical consequence of the application of regional law 65 of 2014 which dictates the rules for the governance of the territory, underlining how one of the main objectives to be pursued is to combat land consumption”.
