For the young people or couples under 35 years old, buying a house is already a titanic undertaking. To take out a mortgage, more and more guarantees are needed, which often those under 35 are unable to provide without relying on their families. And then the prices, which continually increase even if we talk about rents. Precisely for this reason, over the years the Region has put in place a whole series of aid, aimed specifically at young people who intend to build a future that is also based on home ownership.

But there is a rock on which many under 35s in Friuli Venezia Giulia unfortunately end up: that of ISEE declaration, too often not unrelated to the economic situation of the family unit of origin. And the result is often the cancellation of the contribution, which is a fundamental weapon in combating the price of bricks.

What happen

It was in this case that we asked for an urgent change to be made to the legislation the regional councilor of the Pact, Marco Putto. «In Friuli Venezia Giulia – he began – those who choose to buy their first home have the opportunity to receive a significant regional contribution: an important sum, which allows young people and couples who meet the requirements to become independent and build their own family. The critical aspect, however, is that to dateAmong the various access requirements there is also the one that considers the ISEE, which is calculated by including the entire family unit of origintherefore conditioning applicants in the possibility of accessing the benefit.

The proposal

I therefore proposed an amendment to the “Omnibus” lawwhich we will discuss in the Regional Council next week, planning to consider only the ISEE of the individuals who are going to buy their first home, freeing it from that of their previous family status.
In fact, many young couples are unable to easily access this fundamental contribution, which can reach up to 30 thousand eurosdue to the high incidence of Iseed among the families of origin: if we want to give the possibility of establishing new young families, encouraging them in the purchase or renovation of a property that becomes their first home, we must intervene by removing this useless and unfair complication ».

The situation

The average ISEE in the region in 2022 was equal to 17,957 euros (in Italy 14,540 euros); in Pordenone (18,947 euros) and Udine (18,069 euros) the highest values ​​are found, in Venezia Giulia the lowest ones (Gorizia 17,030 euros, Trieste 17,272). 24.9% of the families in Friuli Venezia Giulia who submitted a declaration are made up of just one person; among those with less than 6,000 euros of ISEE, single-person households are almost half in the region (45.5%); if we consider only those with a zero value the percentage rises to 64.6% (63.1% in Italy). As the value of the ISEE increases, households made up of a single person tend to have an increasingly smaller weight, over 30,000 euros are 15.7% in Friuli Venezia Giulia (and 12.6% in Italy).
So, if we calculate families with an ISEE declaration exceeding 15 thousand euros per year (it should be remembered that ISEE does not only include income) there are around 90 thousand. The risk, for children still living within the family unit, is that due to the financial situation of the parents they may “skip” the contribution.
