ARERA has published the final guidelines relating to the project review of the structure of electricity and gas bills. The aim of the authority is to ensure greater transparency of bills, through the reorganization of the information contained in the documents. These changes are aimed at ensuring more understandability and uniformity of electricity and gas bills. According to ARERA, this is also necessary in light of the end of the protected electricity and gas markets and the coexistence of multiple regimes and multiple offers.

Once the reform comes into force, the bills of the different operators will follow the same structure, making it easier comparison and allowing you to evaluate the convenience or otherwise of the tariffs. To find out if your supplier has a competitive offer or if you are paying more than the market price you can use it SOStariffe.it. By comparing multiple electricity and gas offers from different partner suppliers active on the free market, the comparator facilitates the identification of more advantageous offers.

How the structure of electricity and gas bills will change

Retrieve detailed information on your consumption or knowledge from current electricity and gas bills what is the price paid for each kWh or Smc It may be complex, but difficulties reading bills will soon become a thing of the past.

ARERA has in fact been working for some time now change the structure of bills 2.0with the aim of making them easier to read, more transparent and more uniform.

Once the reform is definitively approved, all operators will have to follow the same structure for bills. The document, in particular, will be organized into:

  • A unitary frontispiece;
  • An energy receipt;
  • A box dedicated to the offer;
  • A page that contains the essential elements of the bill.

The unitary frontispiece it is one of the most important innovations decided by ARERA. This is the new one first page of billswhich must contain a precise series of information, the same for all suppliers.

In particular, the following should be reported on the single title page:

  • The supplier’s contact telephone numbers;
  • The data relating to the person holding the bill;
  • The type of service referred to;
  • User identification data;
  • Information relating to the date and methods of payment;
  • The amount to be paid;
  • Annual consumption;
  • The expiration date of the offer and that of any social bonus.

The second page of the bill must contain more in-depth information regarding consumption. This section will be called “energy receipt” and must indicate in detail what it is expenditure for the consumption portion, for the fixed portion and for the energy portion for the period to which the bill refers.

They must also be indicated separately on the energy receipt all other items which make up the amount to be paid: any recalculations, other items, taxes and excise duties, the social bonus and the RAI license fee.

Next, the electricity and gas suppliers will have to collect them in a special box useful information relating to the offer signed by the customer. In addition to indicating the name and type of offer, among other things, the start and expiry dates of the contract, the amount of the fixed fee and the various parameters used to calculate the overall expense must be specified.

When will the simplified bill arrive

Bill reform has been underway for some time. A few months ago ARERA announced a meeting consultation which involved consumer associations and suppliers. Afterwards, they were organized focus group And demographic surveysto collect opinions and suggestions regarding the proposals made by the Authority in relation to the changes in the bill.

Electricity and gas suppliers will be able to send observations and proposals to ARERA regarding the final observations by 10 May. Once this deadline has passed, the Authority will get to work to develop the final provision who will announce the reform. The transparency of bills will finally become a reality 12 months after the date of entry into force of the ARERA provision.
