Differentiated autonomy, Manes explains his vote in the chamber: “Duty and strategic abstention”

If Senator Spelgatti rejoices, on the approval in the Chamber – and therefore definitive – of the so-called Differentiated autonomy – the deputy Franco Manes he abstained, speaking of “a process still to be completed”.

In a note, Manes explains that “the measure, already blocked in the Senate, has offered limited room for maneuver both in committee and in the Chamberand that while “the component of the linguistic minorities expressed a favorable vote”, he abstained.

A choice that the Aosta Valley deputy defines as “dutiful and strategic abstention“. Why? “As a representative of a region with special status, I can’t be against it in principle to a reform that gives greater competences to the Regions and therefore to local authorities, increasing responsibility in the management of territories, which can and must lead to good governance practices.

With one however: “However, this reform still requires further technical, administrative and political steps, essentially to prevent any territorial disparitiescarefully evaluating the resources necessary and available for the concrete implementation of the reform and to define the criteria Minimum performance levels (The P). It is crucial to clarify these aspects before proceeding with the agreements between the Ordinary Statute Regions and the State”.

Manes added: “The abstention is motivated by the fact that Valle d’Aosta, like other Regions with special statute, has undertaken a path aimed at improve and reform statutory prerogatives and powers. A path and a dialogue with the Government being defined starting from the document delivered last year in Turin by the President of South Tyrol to the Prime Minister. This process therefore requires more precise definitions and continuous dialogue”.

And he concludes: “The journey is still long, complex and articulated, but it is fundamental avoid centralizing regulations increasingly the responsibilities towards the central bodies, competences which must instead be effectively managed at regional and local level”.
