A new ‘sparkling’ day at Palazzo Spada. It all started from a discussion between the president of the Terni city council, Sara Francescangeli, and the councilor José Maria Kenny (Kenny Innovare per Terni). The president, during Friday morning’s session, accusing the councilor of using violent and aggressive ways – making some observations on a budget act – and first invited him to leave the room and then had him escorted out by local police officers, suspending the seat.
Terni, mayor Bandecchi acts like a dog in the city council: he barks and leaves
During the suspension, as captured by the cameras of Radio Tele Galileothe Pd councilor Pierluigi Spinelli, approaching the mayor Stefano Bandecchi and the president of the municipal council exclaimed: «But when the mayor barks everything is fine»pointing to the mayor. This gesture sent Bandecchi into a frenzy and he stood up to almost come face to face with the Democratic councilor. The two were kept at a distance by councilor Sergio Cardinali and the local police officers. “Shut up and sit down,” Bandecchi exclaimed, “don’t come here. I want a complaint against this gentleman who dared to come all the way here.”

After the suspension and the conference of presidents, once the council resumed its work, president Francescangeli highlighted that “I hope this long conference has led to a different direction, to a different management of the council and that what we said has been fruitfully followed. We have decided to self-regulate in the expressions, ways, terms used, inside and outside the council. We have also decided that there will be no form of tolerance towards incorrect expressions and facial expressions. We had already decided this, I hope this time it will be the right one. In the perspective of composing the spirits, I ask professor Kenny to return to the room, in the hope of being able to continue this council more serenely”.
Shortly afterwards peace also returns between councilor Spinelli and mayor Bandecchi. «I would like to apologize – Spinelli spoke – for an episode in which I was the protagonist this morning. It’s not in my nature. Out of respect for the role we are called to play we must always maintain honor, discipline and not lose control. Today I wasn’t able to do it for a few minutes and therefore I apologize to all the councillors, starting with the mayor and the president. I think we were good at taking advantage of this episode to draw a line and I hope that from now on, with respect for those who voted for us, we will be able to carry out the work with more serenity and focusing more on the contents and not on issues that citizens are interested in little.” Bandecchi responded: «I thank Spinelli for what he said and I thank him for his manners. Since I was also involved in this discussion, I apologize to the entire assembly, to Spinelli for the way I responded to him, certainly excessively. I believe that for my part, episodes of this type, after what we said to each other today, if things are like this, will never happen again.”
