The issue of analogous control for the Amgas company is causing much discussion among the majority and the opposition in the Municipality of Foggia. In the minutes of last May 18, a document circulated by the broad camp and delivered to the minority, relating to the structure of analogous control, the various managers of the Authority and in particular Giuseppe Marchitelli and his colleague Carlo Dicesare together with the relevant councilor Davide Emanuele have contemplated the possibility of outsourcing the service for the participating company. In fact, it is written that «it is agreed to appoint an external company to support the structures and therefore it is considered appropriate to request estimates from companies or individuals capable of supporting the analogous control of the participating companies, as provided for by article 12 and following of the regulation».
The clash in the courtroom
On the issue in the courtroom, after the reading of the apparently secret document by the group leader of the Brothers of Italy Claudio Amorese, there was also an open verbal clash between the group leader of the dem Pasquale Dell’Aquila and the five-star member Nino Formica. The former accused the latter of having provided the opposition with the document. In fact, the M5S appears more than disconcerted by the outsourcing option. In the months of mafia commissionership with the sole administrators in the companies, external assignments, consultancy and contracts proliferated, which greatly mortified the internal work units. The unions in Amgas and Am Service have often denounced the laxity of the various governances.
The position of the Democratic Party
«I am convinced that there are staff who are up to the task, I don’t find anything scandalous or worrying. Some professionals could accept the task as a volunteer”, the reaction of Pasquale Dell’Aquila. The gloss in the Council was provided by the pentastellato Formica. «It makes sense to me to discuss for a long time whether there should be 3 or 5. We ask ourselves the problem of how it should be administered, similar control is not written anywhere that it must be outsourced. Lots of outsourcing and consultancy were given and no one said anything. We have to overcome the handicap. If the Municipality has the expertise, it is not right to outsource the similar contract.”
