Umbria region law on mountains

Uncem in Assisi with Fai Cisl: Umbria Region adopts mountain law and organizes municipalities into mountain unions

During the Mountain Days promoted by FAI CISL in Assisi, the national president of UNCEM (national union of mountain municipalities and bodies), speaking in Assisi at the annual mountain event promoted by FAI CISL, asked regional councilor Morroni to equip Umbria of a modern law on mountain development. To move quickly by giving the law commitment and interpretation keys for a new territorial economy, encouraging new population, generating green communities, supporting businesses with subsidized investments and differentiated taxation.

“The climate challenge and the demographic challenge must be met in a complete manner – Bussone stated – also by tackling the organization of the system of local mountain authorities, through the Mountain Unions of Municipalities.

Uncem Umbria with Agnese Benedetti, regional coordinator, supports the request.

“Umbria – continued Bussone – has suppressed the mountain communities, which have been under commissionership for years. Removing everything has not taken off the table the challenges of an institutional system of Municipalities that must work in the NOI. Not the bell towers alone. We need a solid institutional system, in mountain areas, small and large municipalities together. As Uncem we want to support the Tesei Council in this process. We also have a national path, the ITALIAE project, with the Department for Regional Affairs and Autonomies. Don’t leave the Municipalities alone. The mountain is community and it is together. How FAI CISL teaches us. Not having a law on mountain development and a stable democratic organization of mountain municipalities, not thinking, but capable of generating unity, is not good. The Regional Forestry Agency for forests is not enough. Even more so in a Region with 400 thousand hectares of forest, excellent companies such as Marco Caprai and Margaritelli, but then only 7% of planned forests and 1% planned. Let’s reverse these numbers together. Take the model of other Regions, such as Piedmont and Friuli Venezia Giulia, which invest many European resources, the FSC, the PSR and the POR FESR for the supply chains. It must be done well and within certain times. To say, not in words, that Umbria is a green region, of biodiversity and of a green, sustainable, community future”.
