The Municipal Administration of Bitonto has joined, thanks to the resources of the National Recovery and Resilience Plan (PNRR), the SEND Digital Notification Service.

The new technological platform, created by PagoPA SpA and launched in July 2023 together with the Department for Digital Transformation of the Presidency of the Council of Ministers, digitizes and simplifies the legal notification of administrative acts, with savings for public spending, lower notification costs for citizens and a more effective user experience.

With SEND, the ordinary process of notification of documents is accompanied by a new digital process, which expands the possibilities of sending, receiving, managing, controlling and storing legal communications, with greater efficiency and security for the benefit of administrations and citizens.

How it works for Public Administration
SEND relieves entities of all obligations related to the notification process and guarantees the certainty of the recipient’s availability; in fact, it is the platform itself that has the burden of carrying out all the activities for completing the notification from the moment the document is filed digitally, with consequent savings in time and management costs.

How it works for citizens
With the adoption of SEND, the Municipality of Bitonto has made it possible to send notifications relating to violations of the Highway Code and administrative sanctions imposed by the local police.

Citizens who wish will be able to choose to manage these legal communications entirely digitally, from receipt to payment of the related amounts, where applicable. To do this, it is sufficient to be in possession of a digital domicile, i.e. a PEC address, present in public registers such as the national index of digital domiciles (INAD), which is integrated into SEND, or indicated directly on the website notifichedigitali.pagopa.it , which can be accessed with SPID or CIE.

You can also activate the service on IO App (io.italia.it) to be informed of the presence of a notification via a courtesy notice, from which to view the document and pay any amounts due at the same time.

Alternatively, users can also provide an email address or mobile phone number where they can receive courtesy alerts with instructions for accessing SEND.

In the absence of digital contact details, SEND will take care of sending the notification via registered mail.

Joining SEND guarantees citizens freedom, convenience and inclusiveness: delivery times are reduced, notification costs are saved and there is the possibility of downloading and archiving documents digitally, making a sustainable choice also for the environment .

The SEND Service for the Municipality of Bitonto officially started on 19 June with the first 437 notifications relating to violations of the Highway Code and administrative sanctions sent by the local police with a good response in terms of notices delivered and read.

SEND makes the Digital Notifications Platform governed by Italian law concrete and is the subject of a specific program of the PNRR (Measure 1.4.5 within the M1.C1 component – Digitalisation, innovation and PA security), managed by the Department for the digital transformation of Presidency of the Council of Ministers, for which the Municipality of Bitonto obtained an allocation of almost 60 thousand euros as support for the integration of the institution with the new service.
