The Noi Jacurso Council Group contests the financial management of the institution by the municipal administration

Jacurso – The meeting of the City Council was held on Monday 10 June, with the approval of the 2023 management report among the items on the agenda.
The Council Group We are Jacurso with the Councilors Gianluca De Vito, Salvatore Vonella and Pierino Ciliberto, contests the financial management of the institution by the municipal administration.
Pointing out that serious irregularities emerge from the statement, the result of evident management incompetence, which led to an administrative result of 606,849.96 euros and a total actually available of only 88,651.80 euros. This is because, in the year 2023 alone, the municipal administration generated debts for the municipal coffers – which all of us citizens are called upon to pay with our tax money – for over 125,000.000 euros. A truly negative record for a management worthy of “being written down in the annals” as, to say the least, a failure!
And in fact most of these huge sums that the Municipality of Jacurso has had to pay, or will pay soon, were undoubtedly avoidable – or at least definable with considerably lower amounts for the municipal coffers – if only it had acted with due diligence and competence.
The aforementioned debts derive, in fact, from non-honored executive sentences, or from unopposed injunctions, advanced by companies that carried out work on behalf of the organization without having been remunerated.
Faced with inertia on the part of the active administration which did not act promptly in court or did not find solutions in mediation, these costs first increased and then tripled in the amounts due, with the issuing of payment orders and subsequent foreclosures.
Please note that we have not added to these amounts the registration costs of the various sentences, which the Revenue Agency will shortly notify to the Municipality, with the effect of causing a new and further disbursement of public money. Furthermore, extremely serious and indicative of conduct now outside any legal provisions, was the Administrative Area Determination n. 108 of 08.28.2023 with this act the amount of €3,000.00 was committed from the municipal coffers – in the absence of any legal requirement – to be allocated to the personal defense attorney of Mr. Serratore Ferdinando, in civil proceedings n. 504/2023 RGAC, which saw him involved for a declaration of incompatibility for the office.
As known to all citizens, however, this first degree judicial proceeding was defined by the Court of Lamezia Terme in collegial composition, with Ordinance no. 3558/2024 of 04.14.2024, with which Mr. Serratore was declared dismissed from the office of mayor because he was incompatible, in the face of the direct assignment of work to his brother, with the full acceptance of the request of the appellants, i.e. the members of this Council Group.
Therefore, given the sentence suffered, we believe it is appropriate that this determination – already duly reported to the Public Prosecutor’s Office at the Court of Conti – be immediately revoked and Mr. Serratore (who in the meantime has appealed) ensure that he pays his personal lawyer with his own money and not with that of the Municipality of Jacurso!
Otherwise, we would be faced with a real diversion of public funds for entirely private purposes, given the failure to comply with every basic legal requirement for the recognition of the committed amounts! To the above must also be added the further 3,000.00 euros of public money, already paid by the Municipality of Jacurso, to the appointed lawyer of the entity, upon hasty appearance in court ordered by the Municipal Council, again in litigation 504/2023 RGAC, whose constitution was declared inadmissible, due to lack of legitimacy to act, and liquidated in two lines by the Court of Lamezia Terme!
The above appears more than sufficient to describe an inadequate administrative management that would be a real financial disaster, if it were not for the wind revenues (the great evil of the Municipality according to the majority) that instead guarantee vital resources for an administration that, otherwise, would bring the Authority to bankruptcy in a matter of months. Forget about debts inherited from previous administrations, forget about wise and prudent management of the Municipality!
To diligently lead a public body, acting in compliance with legality and ethical rigor, management skills and skills are required which, evidently, are not typical of current administrators.
