Migrants, four calls for reception

PROVINCE OF LIVORNO — The numerous arrivals in recent months of applicants for international protection and the foreseeable intensification of landings in relation to the favorable weather conditions and the complex current geo-political scenarios, make it necessary to ensure a further strengthening of the accommodation capacity of the extraordinary reception centers (CAS) of the province of Livorno.

The Prefecture of Livorno makes this known through a note in which it explains that “With this in mind, the Prefecture has published four new tenders for the assignment of the migrant reception and management service for the three-year period 01/10/2024-30 /09/2027, aimed at selecting several economic operators with whom to conclude Framework Agreements, pursuant to art. 59, paragraph 4 letter a), of Legislative Decree 36/2023, for a foreseeable number of 1050 places for the entire province. The reception centers that can be activated can be residential units with a maximum capacity of 50 places; collective reception centers, of varying sizes: the smallest ones have up to 50 places, the medium ones have from 51 to 100 places and the large ones have up to 101 places. with a capacity of 300 seats”.

“In accordance with the new ministerial provisions issued, the “New tender specifications for the supply of goods and services relating to the management and operation of the initial reception centers and temporary reception centers envisaged” have been adopted, redefining the standards of reception to ensure greater economic sustainability. Specifically, the tenders are characterized by important innovative elements, which redesign the framework of the services to be ensured, with the introduction of brackets of posts for the purposes of determining the staff, the rationalization of the minimum working hours , the provision of minimum essential goods and services and ancillary expenses, as well as an adjustment of the starting prices in line with a new quotation of per capita per die costs in relation to the general increase in the cost of living and the cost of labor in application of the renewal of the recently approved CCNL”, continue from the Prefecture.

“The procedures, in accordance with the provisions of the new Procurement Code, will be carried out as per the norm through the use of an electronic system and in compliance with the provisions of Legislative Decree no. 82/2005, through which the phases of publication of the procedure, presentation of offers, analysis of the offers themselves and award, as well as communications and exchanges of information, all as better specified in the tender specifications.
