Ausl Piacenza 2024 budget approved this morning

ASL Piacenza budget 2024, this morning, Monday 24 June 2024, met in a telematic session there Territorial social and health conference. Pending the appointment of the new president, the assembly was chaired by the mayor of Piacenza Katia Tarasconi to approve the budget estimate of the Local Health Authority of Piacenza in compliance with the times established by the Emilia-Romagna Region for the 2024 programming.

The 2024 budget was approved with (weighted votes): favorable 43, abstentions 15, against 7.

The budget estimate the 2024 annual budget presents an imbalance of 53.9 million euros, pending the resources retained at regional level which will be distributed during the financial year, as also occurred in the 2023 budget.
Regarding revenues:
– as of today, the State-Regions Agreement on the distribution of financial availability for the year 2024 has not yet been signed
– the resources allocated to date for 2024 are significantly lower than those ultimately allocated for 2023
Regarding costs:
– some costs present growth factors compared to 2023 for which the company system has no levers of action (contract renewals, increase in spending ceilings for drugs and devices, application of Ministerial Decree 77/2022, etc.) and which, to date, are only partially financed;
– the priority objective of increasing production aimed at reducing waiting lists and the specific regional projects lead to a general increase in the level of company costs (to which the Region has allocated specific funding);

Pet: the tender for the purchase of the equipment is currently being awarded. Since its launch (November 28, 23), almost 1000 services have been carried out with the rented PET tomograph. Overall, in 2024, it is expected to carry out over 1,800
Cau: the Cau of Fiorenzuola will be open from 14 June; from July 1st Podenzano switches to H12
Overall 19,651 total accesses (as of 16.06)
New hospital in Piacenza. By the end of June 24: deliberative act of approval of the technical-administrative path necessary for the design and completion of the State/Region financing agreements (subject to regional approval)
Clinicalization path University of Parma: 11 locations with approved hospitalization, 4 of which have already been built. Activated the procedures to complete/implement the teaching staff of +4 locations (oncology, ENT, anesthesia and internal medicine).
The proposal for 3 further clinicalized locations is underway (Ophthalmology, Neuroradiology and Physical and Rehabilitation Medicine)
6 professors: orthopaedics, paediatrics, ENT, microbiology, applied general hygiene, rheumatology + 3 researchers: orthopaedics, paediatrics, ENT and 247 doctors in training from UniPr
Internships for Medicine&Surgery students have started in company structures (Pre-clinical clerkship)

Plan to reduce waiting lists: Increase in services equal to 1 million on a regional basis compared to the 2023 provision (+22%) to reduce waiting times between booking and access.
The company presented its plan approved by the Region

+19% average for diagnostic and instrumental
+126 thousand performances compared to 2023

2.6 million in financing (extension of operating hours, additional services, new hires and contract renewals).

Piacenza Hospital:

– Tender for the redevelopment of the analysis laboratory (start of work September 24) to achieve maximum integration and automation of the pre- and post-analytical phases, for rapid and dedicated diagnostic paths for emergencies and for “intelligent” management of the test tubes
– Work in progress for: new neonatal pathology, new haemodynamic room and block C roof (November 24)
– CT scan replacement in the ED (tested) and in Radiology II (tested by the beginning of August 24)
– New corporate vascular surgery unit.

Castel San Giovanni Hospital:

Starting activity with Rizzoli Orthopedic Institute (July 24)
– Since March 24 inguinal hernioplasty activities on an outpatient basis
– TAC replacement (March 2024)
– MRI and Mammogram replacement (end24)
– The renovation of the plant began in March 2024 (inpatient, outpatient, services and OSCO areas – completion by June 26)
– Development of skills in cardiac rehabilitation and functional recovery (in collaboration with the Maugeri Institute of Pavia, 20 participants of different professional profiles)

– Launch of CAU by the end of 2024

Fiorenzuola Hospital

– From February 24th new orthopedic rehabilitation department (10PL) now structured with director
– Works for the renovation and adaptation of the 3rd floor of block A: creation of the operating section with 2 operating rooms and 8 day surgery beds (started in June 24)
– Expansion of oncohaematology day service
– Resurfacing works in the courtyard/parking area (completed in April 24) and creation of external rehabilitation paths (in collaboration with the Paraplegic Association)
– Pet therapy project
– Telenursing project for spinal cord patients managed remotely
– Radiology CT scan replacement (June 24)
– Rehabilitation Cardiology Program
– CAU activation 24 hours a day, 7/7 from 06/14/24
– The heads of the Gracer UOC and Spinal Unit and Orthopedic Rehabilitation UOSD have been formalized

Bobbio Hospital

– Replacement of the radiological system (testing August 24)
– February 24th reintroduced gynecological activity
– Work on body A completed – work on body B underway (with redevelopment of the emergency-urgency area)
– The Community House project completed (activation 2025)
– Positive outcome of the checks for the installation of the CT tomograph
– Primary hospital-territory integration structure with provincial vision

The Community Houses not involved in PNRR funding will see an acceleration of their respective construction phases in 2024.
Territorial projects are developed in synergy with Local Administrations and the third sector in a logic of collaborative governance.

– Fundus photos for diabetic patients in rotation in chronic clinics in the Community Houses of Piacenza, Borgonovo, Carpaneto, S. Nicolò, Cortemaggiore (shared with Monticelli) and Fiorenzuola (shared with Lugagnano).
– Taking care of chronic patients with pharmaceutical therapy (Piacenza, Bettola, Podenzano, Carpaneto, Monticelli)
– Alta Val Tidone: expansion of the offer of specialist exams (July 24)
– Travo: activation of 2 clinics for GPs and evaluation for specialist activities for another 2 clinics
– Design underway for structural expansion of CdC Carpaneto

Piacenza, Borgonovo and Cortemaggiore

They have the strategic role of coordinating the care of the person and the connection between services and professionals involved in the different care settings (Hospital-Territory, Territory-Hospital and Territory-Territory)
