The Municipality of Caserta appoints a specialized company for the technical resolution of the transfer of surface rights for the many owners of apartments built by cooperatives in areas acquired by virtue of Law 167/1962. This will allow the owners to redeem the entire property, definitively freeing themselves from the relationship of legal subjection with the Municipality.
This provision represents an opportunity for both citizens and the Municipality. First of all, it will allow property owners to have greater security and economic stability, being able to completely dispose of the property. Furthermore, they will finally be able to activate mortgages and/or loans from credit institutions, without the risk of having their application rejected. Naturally, full ownership of the property can induce the owners to carry out renovation or redevelopment activities, so as to improve the quality of the buildings and consequently the urban decor.
As regards the advantages for the Municipality, the transfer of the property right to the owners of the surface right will guarantee immediate revenue for the Authority. Resources that can be invested to finance other projects or public services. The expected improvement of real estate properties, carried out by the beneficiaries of this measure, which will also lead to an increase in the value of homes, will ensure new tax revenues for the Municipality in the future.
“After forty years – explained the councilor for urban planning, Domenico Maietta – we are putting an end to an unfortunate administrative affair, which has created many problems for citizens. It was demanding, complex work, but in the end we managed to achieve a result of great importance. Now citizens will be more at peace and will have the possibility of completely disposing of their home, also making any changes or improvements to their properties”.
