In Puglia, according to Aforisma data, up to May 31st there were 27,497 applications for total investments of 5.7 billion

Waste and excesses of the construction superbonus in Puglia. The heaviest bill is that of condominiums, also considering the greater number of real estate units. Some examples are useful to demonstrate some type of cost exaggeration. In Bari a single condominium cost 7 million 227 thousand euros, in Noci, also in the province of Bari, another condominium 3,435,090 euros, in Lecce 3,103,560 euros, in Trani 3,006,154 euros. Going to the province of Taranto we find in Castellaneta an expense of 2,880,990 euros. In short, a series of condominium costs for the renovation of buildings, according to the parameters dictated by the superbonus of a value around or just under three million and followed by all the other expenditure amounts under two and a half million euros.

The numbers of works in Puglia between condominiums and single-family buildings

THE condominiums There were 5,001 interested parties, 57 percent of the total investments admitted amounting to 3,197,228,414 euros; The single-family buildings, were 18,173 and correspond to 35.7 percent of the permitted investments (2,015,301,023 euros). This picture emerges from the new study conducted by‘Aforisma economic observatory, directed by data analyst Davide Stasi. The super bonus came into force on 1 July 2020 «fueled expectations and hopes of redevelopment of the old real estate assets – comments Stasi – but also concerns and controversies between institutional representatives, construction companies, technicians, professionals, condominium owners and owners of villas single-family. The use of the resources made available by the three successive Governments (Conte, Draghi and Meloni), on the one hand, has restarted construction and more generally the economy, slowed down by the pandemic, but on the other has weighed down the state’s public accounts”.
In Puglia, according to Aforisma data up to May 31st, 27,497 practices were sworn for total investments of 5.7 billion, of which 5,639,396,205 are eligible for deduction. Investments for works already completed eligible for deduction are equal to 96.8 percent and amount to 5,457,810,501 euros. In practice there are already 5,966,821,981 paid by the State for the construction sites completed in Puglia alone.

Aphorism: «Excesses and waste emerge from analysis»

«The analysis allows us to highlight excesses and waste of the superbonus in Puglia», confirms Davide Stasi who also admits the positive implications. «A theme of absolute centrality is the redevelopment of the construction sector in the context of the ecological transition of our country – adds the Salento economist – and of the global fight against climate change, as well as representing a driving force for the economy, employment, technological innovation, the evolution of our cities. Furthermore, it represents a response to housing hardship and the improvement of the population’s health status.”

The costs of house renovations

Stasi also highlights the very high costs incurred for the redevelopment of the houses. In Racale (Lecce) they spent 369,417 euros, in Galatina (Lecce) 323,426 euros, in Fasano (Brindisi) 312,836 euros; in Castellana Grotte (Bari) 312,155 euros, in Foggia 309,756 and so on decreasing.
According to a recent study by Bankitalia, concludes Davide Stasi, «the benefits were lower than the costs». In Puglia, taking as reference only the expenditure financed with Pnrr funds, out of the total of 682 million euros, approximately half (359.5 million) were committed to 531 condominiums (average amount of 677,024 euros) and the other half (322.5 million euros) were spent on 2,210 independent houses (average amount of 145,928 euros).
