The mayors gave a unanimous yes to the budget of the Sassari local health authority

Sassari. The Conference of Mayors of the North West of Sardinia unanimously expresses a favorable opinion on the first final balance sheet of the ASL of Sassari.

Yesterday, in the Congress center of the municipality of Perfugas, the territorial health and social health conference of the ASL n. met. 1, chaired by the mayor of Thiesi Gianfranco Soletta, for the examination of the 2022 final budget.

«We are the first local health authority in Sardinia to close the final balance sheet. Since 2017, following the suppression of the local health authorities, today’s budget is the first budget, 2022, of the local health authority no. 1 – declared the general director of the ASL, Flavio Sensi –. Succeeding in the adoption of the 2022 financial statement, closing the income statement by 30 April as per the objective assigned by the Sardinia Region, was an extraordinary result as the budget was drawn up following the profound health reform of the most significant proportions in the history of the National Health Service which has created 9 from a single body. This objective, achieved in collaboration with the Sardinia Region, must be understood as an extraordinary and unprecedented result. Only a little more than a year ago, the ASL did not have the structure that deals with budgets, the technical area, personnel, supervision; since we managed to set them up, in less than a year, we have managed to determine and close the budgets and restore a complete and perfectly functioning management structure to the local health authority and its population”, said General Manager Sensi to the audience.

In the presence of a good representation of the administrators of the municipalities of the north-west of Sardinia, the general director, accompanied by the director of the socio-health services Annarosa Negri, the health director Vito La Spina, the administrative director Mario Altana and the director of the Economic Resource Management Structure -Financial and Heritage Milena Marciacano illustrated the most important passages of the budget which sees 619 million euros of contributions assigned to the Company, revenues from healthcare services equal to 112 million, a value of production equal to 762 million euros and a production cost of 753 million euros.

Production costs which, as illustrated to the mayors, were mainly used to respond to the health demands of the population. In fact, 67 percent of production costs (around 507 million euros) were used for the purchase of health services, such as for example the services provided by general practitioners and paediatricians or specialist outpatient clinics; 17 percent (around 124 million to which must be added the costs for GPs, PLS and outpatient specialists as well as for staff employed) for the payment of staff and 7 percent for the purchase of goods.

«An extraordinary result which rewards the work of all the ASL staff and which, all together, has allowed us to close this financial year with a break-even result for the year, with +230 thousand. A great result especially if we consider the rubble that we inherited in 2022 with the establishment of the Sassari Local Health Authority”, added Sensi.

«An important portion of the resources are invested in human capital: the cost of personnel in 2022 was in fact 124 million, a very important figure, which highlights how the few staff in service were able to generate very high company production – he explained Sensi –. Added to this is the great commitment of the Company and the Technical structure on the investment front, the cost of which amounts to 147 million euros, used in extraordinary maintenance and renovation works of company-owned structures: an important investment for the restructuring of existing structures which describes the effort and commitment of this Company”. Satisfaction and appreciation was expressed by the representatives of the administrations present in the room.

Responding to the requests of the municipal administrators, the general director spoke of the decentralization of health services as the main mission of the Company, indispensable to avoid the desertification of peripheral territories, which will soon lead ASL 1 to activate proximity clinics in Mara and Ardara and, to follow, in Anglona and Goceano, in addition to the activation of the COTs of Ittiri and Sassari, and the adoption of innovative projects that can bring the real decentralization of services and structures to the places furthest from the health hubs of provincial reference.

«The balanced budget indicates that all the resources allocated have been transformed into services for citizens, in a harmonious economic-financial balance, despite the significant organizational and management turbulence of recent years and the ongoing efforts to increase services and decentralize them into small reality. I therefore express full satisfaction and thanks to the Region and to all the managers and staff of the ASL. Together with all the mayors, we also share an increased enthusiasm for collaboration and interaction with the Region, together with which we are certain we can continue with the continuous improvement of the Company and the Services provided by it in north-west Sardinia”, concluded the general director Flavio Sensi .
