LENDINARA (ROVIGO) – A public notice will probably be issued for a concession through private negotiation for the Big Coffee, for which the race was declared technically deserted. A company had submitted its offer in the tender which closed about a month ago, but the proposal could not be taken into consideration because some of the administrative requirements were missing. The local authority is therefore evaluating another way to proceed: on Tuesday the municipal council will examine the idea of ​​publishing a public notice to obtain the concession of the premises through a private deal. This would be a procedure that would allow for slightly shorter deadlines compared to the tender notice, and which in this case would also give the possibility of submitting an offer to some subjects who had turned to the local authority to request information when the deadlines of the tender had already expired.

The aim is to reach an award as soon as possible. «There is all the will and interest in being able to see our Caffè Grande reopened as soon as possible. Obviously anyone who intends to rent and manage the historic venue, which has always represented the image of Lendinara, must respect the fees required for a café of this kind”, explains the mayor Francesca Zeggio. If the Council gives the green light to the new procedure to reach a private negotiation, the public notice will be published which will provide for the application of the same conditions envisaged in the tender notice or, possibly, improved conditions. The main innovation compared to the past consists in the application of a subsidized rent in the first three years of the contractwhich will progressively grow to reach the maximum ceiling from the fourth year onwards. The tender fee for the concession of the service is in fact 9,600 euros for the first contractual year, 12 thousand euros for the second year and 15,600 euros for the third year, reaching 19,200 euros starting from the fourth year. In essence, the new economic operator could pay, barring upward offers, 800 euros per month in the first year. Half, therefore, of the 1,600 euros per month that were foreseen by the previous contract. There is an obligation for the concessionaire to create new toilets at his own expense which in number and size are suitable for the catering business (currently the place is compliant with regulations only for use as a coffee bar). The cost of carrying out the works necessary for the construction of the new toilets can be deducted from the amount of the monthly concession fee.

The economic evaluation

To grant use of the venue, the Municipality of Lendinara will evaluate the financial offer and the management project of the venue which also includes the setting up of the furnishings and the characteristics of the offer for customers. The opening hours will also be evaluated, including any extraordinary openings in conjunction with events and initiatives in the city, and the availability to set up an information space in the venue with tourist material and programs of city events and Ballarin theater shows. In the meantime, the dispute between the Piccola Corte company, which rented and managed Caffè Grande until a few months ago, and the Municipality of Lendinara has yet to reach a conclusion. At the center of the dispute would be the aspects relating to the early withdrawal from the rental contract by the former manager and the collection by the institution of the guarantee provided for in the contract.
