After the increase in the salaries of the mayor and councillors, in Viterbo the salary of the general secretary also increases.
The salary of the general secretary increases
Last June 17, Chiara Frontini gave a favorable opinion on the request for an increase, also explaining the reasons. The recipient of the measure is Noemi Spagna Musso (who arrived in the city last May 20 to replace the outgoing Annalisa Puopolo, who moved to Turin) previously in office in Genzano, in the province of Rome.
The new municipal secretary received several appointments in the space of ten days
Since her inauguration, which also coincided with the surreal case of the Council resolution approved illegitimately – according to the opposition – the new entry has received several appointments within ten days: responsible for the prevention of corruption and transparency of the Municipality of Viterbo and management of the general secretariat services, general secretariat and assistance to institutional bodies, internal controls, anti-corruption and transparency, contracts and the mayor’s staff.

The national collective agreement of municipal and provincial secretaries
Also thanks to these investments, Spagna Musso will be able to benefit from an increase of over 18 thousand euros gross per year for thirteen months’ salary. The national collective agreement of municipal and provincial secretaries specifies that the bodies, within the available resources and in compliance with spending capacity, “may pay the secretary an increase in position remuneration based on the conditions, criteria and reference parameters” .
Frontini: “The objective and subjective conditions required by the agreement are met”
The increase is strictly connected to the evaluation of subjective and objective conditions, necessary for recognition, and varies from a minimum of 10 to a maximum of 50%. Spain Musso will have the second, the highest expected. Frontini, in the union decree ratifying the salary increase, explained: “The objective and subjective conditions required by the agreement exist.”
Frontini therefore gave the green light to the 50% increase
Each item was personally evaluated by the mayor, who examined all the documents and all the internal evaluations of the municipal management. Frontini therefore gave the green light to the 50% increase in position pay, judging the results achieved so far by the secretary to be worthy.
