A truly bad page for the country. The Calderoli decree was recently voted on, which is law and means that from now on the presidents of the Regions will be able to sign agreements with this Government on 23 competing subjects and above all on 500 skills.

The Government says that with this decree the country will remain united, there will be school, education and healthcare for all, the Regions will not suffer what they are already suffering, with differentiated autonomy a secessionist plan will be created which makes waste of social cohesion and territorial that are the basis of our Republic.

The CGIL Benevento reiterates its opposition to differentiated autonomy, because it is a project that puts national unity at risk. Implementing Article 116, third paragraph, of the Constitution in the given conditions with the proposed methods and without additional resources, represents an attack on the unity of the fundamental civil and social rights of citizens, which will significantly widen the inequalities and existing gaps and will further reduce the capacity of the public territorial system to guarantee essential and universal services to the population, especially regarding the right to health.

Just as recognizing exclusive regional competence on matters of strategic importance, it represents the renunciation of a national and unitary government of the country’s economic, industrial and development policies. In other words, the State ABDICATES its ROLE.

We believe it is profoundly wrong to undermine three pillars on which the cohesion and stability of our society is based, such as education and public health as well as the national collective labor agreement. In the Province of Benevento, where every year the population decreases by around 1600 residents, mostly young people, we ask ourselves how the essential levels of assistance will be guaranteed?

For these reasons, we believe that all available democratic tools should be activated to prevent Italy’s prospects from being irremediably compromised. We are ready for the referendum to defend the Constitution.
