The Thematic Fund contributes to the strengthening of the Integrated Urban Plans of Metropolitan Cities, providing financial support to private investments consistent with them. In 2023, the EIB, the Ministry of Economy and Finance, and the Ministry of the Interior, Department of Internal and Territorial Affairs, made the Thematic Fund operational through financial intermediaries, activating this important opportunity, aimed at private initiatives, but capable of benefiting the urban regeneration policies of the Municipalities and local communities affected by the Integrated Urban Plans.
The Thematic Fund supports, through loans or investments in venture capital, private promoters (including in the context of public-private partnerships, to the extent that the share of public participation remains equal to or lower than 50%), for, among other things , interventions related to environmental recovery, urban, social and economic revitalization, green transition, cohesion and social inclusion.
