Matera, stop to unpaid fines by citizens residing abroad

The Municipality recovers 70% of the proceeds from the fines for the ZTL thanks to a new agreement

The Municipality of Matera has decided to decisively address the problem of unpaid fines by citizens residing abroad, in particular for violations of the Limited Traffic Zone (ZTL). Since September 2023, the municipal administration has entered into a zero-cost agreement with a company specialized in debt collection to collect fines imposed on foreign citizens. Mayor Domenico Bennardi and local police councilor Giuseppe Digilio announced that, from September 2023 to April 2024, 70% of the proceeds from fines for violations of the ZTL come from this recovery on foreign license plates. This initiative proved to be extremely effective, demonstrating that the majority of fines for ZTL gates are chargeable to foreign citizens. Furthermore, the data suggests that Matera citizens are generally respectful of the rules, with a minority of sanctions for parking restrictions and other infringements.

Bennardi and Digilio stressed that the goal is not to punish residents, but to collaborate with them to improve the city’s roads. To this end, the use of telelaser in cities has been reduced and speed detectors have been installed near urban areas where the limit has been downgraded from 50 km/h to 30 km/h. Furthermore, the ZTL signs have been made more evident and clear. As the summer season approaches, the municipal administration urges all citizens to collaborate to avoid congesting traffic during rush hours, promoting the use of alternative mobility. Finally, special thanks were addressed to the local police offices and the command for the excellent work done in recovering the sums evaded abroad.
