The question of regional transfers in Udine.
The Municipality of Udine, represented by the vice mayor Alessandro Venanziparticipated today in the session of the Council of Local Autonomies, called to express itself, among other topics, on the agreement regarding financial transfers to local authorities of the outline of the bill of adjustment of the regional budget for the years 2024-2026.
Cal was also called to give its opinion on the same outline of the adjustment bill, which includes an amendment to the Rilancimpresa law on the appointment of the presidents of the consortia. The Udine Municipality has abstained on financial transfers while he has voted against the Settlement Bill which contains the amendment to the Rilancimpresa law.

“Regarding transfers to Municipalities” reports Alessandro Venanzi “We are pleased to hear of a greater transfer planned for our Municipality for 2024. In fact, we read about one million and 200 thousand euros of increase within the Municipal Single Fund, but our hope is that we can reach one definitive resolution of inequalities which penalize some cities in the region to the detriment of others, including small municipalities”.
“Just think – continued the deputy mayor – that the Municipality of Udine has transfers as a Single Fund for the Municipalities of about 20% lower than in Trieste and Gorizia and also pays a price with Pordenone. Udine and Friuli ask that both transfers and sharing can be balanced, therefore avoid having children and stepchildren within the same territory. This is why we abstained.”
As far as the settlement scheme is concerned and in particular regarding the amendment of the Rilancimpresa lawwhich provides a regional direction on the appointment of the presidents of the consortia, the Municipality of Udine voted against. “We are perplexed by a completely irregular procedure who would like the appointment of a president of a consortium, expressed by the members by secret vote, following a after consulting the President of the Region“.

We hope for one greater coordination with the territoriesie the possibility that these innovations could be extensively reviewed in the council commission, and then modified in the regional council”.
