The process for the renovation of the PalaBianchini in Latina will begin next week. The Municipality of Latina is preparing to approve, next week, the feasibility project for the safety of the pylons underneath the changing room block, whose very serious structural conditions led, last November, to the closure order of the sports facility of the Pontine capital.
This first step, meanwhile, concerns the safety of the pillars: for design, tasks for the ROP and the safety and works management, the Municipality imagines spending around 100 thousand euros. The step of securing the pylons is essential to then allow the subsequent works relating to the redevelopment of the structure and even later to the realization of the Pnrr works relating to the covered pool of the municipal swimming pools. In fact, without the preliminary securing of the pillars, no one can access the structure, due to the high risk of possible structural failure. Only then will you be able to enter.
The situation of PalaBianchini was also mentioned by the mayor, Matilde Celentano, during her press conference to review the activities carried out in the first year of her mandate. The first citizen recalled how «the agreement was signed with Sport and health (a company to which the Government entrusts the promotion of physical activity and which also has within it “specific expertise in the field of engineering applied to sports facilities, with “Spazio Sport” capable of designing, redeveloping, contracting and developing projects to improve the offer of places for sport throughout Italy, starting from the existing”, ed.) to restore full usability to the PalaBianchini”. Full usability to obtain which could require no less than a couple of million euros.
The technical report, in fact, spoke of «a situation of more than visible deformations of the geometry of almost all the pillars in the area, a widespread and almost total detachment of the iron covering, modification of the vertical perimeter reinforcement of the pillars with evident signs of widespread phenomena of ” axial crushing” corrosion on almost all of the brackets”, of “breakdown of the floor”, of previous interventions “carried out clumsily, hiding the widespread areas of breakage that were only aesthetically restored”, of “detachment of the iron covering of the thick beams which affect approximately 50% of the area and the high beams.”
The report itself also indicated the safety operations, with a combined system of metal structures specifically intended for floors and structures with particular loads and we will then proceed with the “entering” method, gradually assembling the support structures from beginning of the construction site up to the most remote parts.
All this will be followed in a subsequent phase by the repair operations of the pillars, these will be caged by means of two very thick sheets of metal with an upper flap facing towards the floor or the beam; the sheets themselves will be placed at a distance of 6-8 centimeters from the faces of the current pillars, connected with threaded bars; the sheets will have an adequately stiffened shelf, facing downwards, to allow the support of the pushing part of a pair of jacks to push upwards; finally, the mortar of suitable hardness will be instilled around the pillars to be treated.
However, the Municipality must tighten the deadlines. In fact, the project financed with Pnrr funds for the redevelopment of the covered pool also “weighs” on PalaBianchini. In fact, to optimize the structure, on the one hand the tank will be reduced in depth to contain (and therefore heat) a smaller quantity of water; ceiling and windows will be modified; new generation systems will be installed.
As with every Pnrr project, however, the deadline set for the end of the works is getting closer and closer: everything must be completed by March 2026. And we are already in June 2024. Time is therefore tight to conclude these three phases: securing; redevelopment of the structure; works Pnrr.
