In recent days the La Spezia Red Cross has therefore been placed under commissionership, as no candidatures for the positions of president and councilor have been received, and this will give De Angelis the opportunity to run again in the supplementary elections which will be called in the coming months. It is therefore a goodbye for De Angelis: “With the awareness that a complicated waiting phase is opening – states the former President – There are many challenges that we have set ourselves and the period of administration will only slow down our projects, in particular that of the construction of the new headquarters, much awaited by the volunteers. I was surprised by the failure to abolish this rule – continues De Angelis – which in my opinion constitutes an act of self-limitation that the Red Cross has undertaken without there being an obligation in this sense deriving from provisions of law or regulation, given that this is a limit not foreseen in the Third Sector legislation, nor is there any precedent in the practice of Third Sector Bodies or national association networks, since it is a principle, that of the double mandate limit, typical of elections in local Bodies and therefore of bodies with a political vocation”.

“The current limitation to the constraint of no more than two consecutive mandates for the presidents and members of the boards of directors at each level – concludes De Angelis – affects the principles of democracy in the choice of volunteers on who should lead the association at each of its levels , of equal opportunities and equality of all Members and of electivity of corporate offices, fundamental principles underlying Third Sector legislation.
