Limit the installation of antennas in Campania: what public administrations can do to defend their territory

The range of mobile and cellular telephony technologies that constitute the fifth generation of mobile communication standards, which has spread since 2019, has raised several concerns in Campania. One of the biggest concerns the potential health effects resulting from exposure to electromagnetic radiation. What alarms citizens and local governments is the installation of antennas near sensitive sites such as homes, schools and hospitals which, although undertaken within the limits established by international regulations, could have harmful effects on people. Furthermore, the installation of antennas raises concerns about environmental impact. The proliferation of new infrastructures, in fact, can compromise the urban and rural landscape, damaging the natural habitat of some species.

INTERFERENCE BY TELEPHONE OPERATORS

Although several questions have emerged in this regard, which have also spilled over into citizen protest movements, the number of Municipalities that have drawn up and adopted the Antenna Location Plan and the related Regulation – compliant with national legislation – is not high, with the risk of benefit the interference of telephone operators. The latter immediately showed a strong economic interest in rapidly expanding the 5G network, often putting pressure on municipalities to speed up the installation of the antennas.

In some cases, these operators have offered incentives to facilitate implementation, making it more difficult to impose restrictions. Many administrators, without adequate support, are unable to independently create an antenna plan since detailed and sectoral knowledge of telecommunications technologies is required, as well as current legislation; Furthermore, since this type of planning requires preliminary studies and technical and legal consultancy, several municipalities, especially the smaller ones, do not always have the necessary financial resources available to acquire qualified personnel.
