Regarding the decree on overcoming the waiting lists announced and finally released by the Council of Ministers, the joke that has been going around among authoritative Venetian exponents of the world of healthcare in recent days – not among those who have political responsibilities, but those with governance of public companies – was: “Let’s hope the elections pass, because we can’t stand propaganda anymore and we no longer have real tools to act on”. «Excess optimism – he states Ivan Bernini (photo), general secretary of FP Cgil Veneto -, because we live in times of permanent electoral campaigning, in which the distance between reality and propaganda is notable.”

Regarding the contents of the interventions that emerge from the decree, there are some recurring words that clarify the terms: “without greater burdens on public finances”. «Translated – explains Bernini – it means that we act with the resources available, and if the Region believes it needs to do more it must do so with its own resources, but in any case within the limits of the spending limits on personnel, hiring and additional salary of the staff. In other words: “You have to do more services with the staff and resources you have”.

«We could discuss for hours and act like sophists about why there are waiting lists and what the distortions of the system that generate them are – Bernini ironically underlines -, but what workers more than others are good at explaining to you with two simple terms is “there is a lack of staff”. Basically, the possible and concrete act through which we think of solving the problem of waiting lists is to make people work beyond normal working hours: a revolution, in short.”

«Moreover – Bernini specifies -, a true masterpiece, the time for additional services performed to overcome the waiting lists will be taxed at 15%, while all those who in any case perform additional services to maintain the ability to operate the activities or for other services (see those linked, for example, to the guarantee of intervention in the summer months, with the Venetian population doubling due to tourism) will be taxed starting from 23%. The other concrete act is to move services from the public to the private sector.”

Partial data on staff tell us that for nurses, from 2022 to 2023, not even turnover was guaranteed and we have a negative balance between those leaving and those hired (estimate around 200), while for doctors only turnover was guaranteed. Then we have the OSS and other professional figures who are needed like air, but the rankings are allowed to expire. And the negative data is very linked to a growing phenomenon: “unexpected” resignations.

«Do we want to finance some consultancy firm to understand the phenomenon, and have them tell us what we already know, or do we assume the fact that healthcare workers, the same ones who hypocritically called themselves the heroes, can no longer handle these working conditions?», Bernini asks.

«The last gem of the decree – Bernini attacks again – concerns the pompous statement “spending caps will be eliminated from 2025”. Apart from the fact that someone among the representatives of the Regions should have asked “and why not immediately, given that we are in the hot seat and have rankings from which to draw and hire?”, but going into practice we will realize that it is rubbish. Firstly because decrees will have to be issued, when we are still waiting for previous ones. Secondly because everything is the responsibility of the individual Regions.”

«An endless shame, on which we would have expected greater determination on the part of the representatives of the Regions towards the Government. But you know, strong with… », concludes Bernini.
