Damage to the Campania Region: 17 under investigation

Naples. The Regional Prosecutor’s Office for Campania of the Court of Auditors has contested treasury damage of almost 3.7 million euros to 17 managers and former managers of the Campania Region.

The investigation, coordinated by the prosecutor Antonio Giuseppone and the deputy general prosecutors Mauro Senatore and Davide Vitale, concerned the provision of illegitimate additional allowances to the so-called administrative coordinators of the council groups and to the secretariat managers of the council commissions.

According to the accounting magistrates, between 2019 and 2021, the top bodies of the Regional Council would have continued to provide these allowances, equivalent to managerial ones, despite a ruling from the Constitutional Court having declared the unconstitutionality of similar economic treatment.

Among the recipients of the invitations to deduce notified by the Economic-Financial Police Unit of the Guardia di Finanza of Naples include:

Gennaro Olivierocurrent president of the Campania Regional Council
Rosa D’Amelioformer president of the Regional Council
Vincenzo Maraioformer member of the Presidential Office of the Regional Council and current national secretary of the Italian Socialist Party

According to the investigators, the recognition of these additional indemnities occurred in violation of various regulations.

Firstly, the exclusive competence of the state legislator regarding the economic treatment of regional staff. The national collective labor agreement and the regional legislation introduced starting from 2021
and finally the constitutional judgement.
