Elections in September. Padovani not re-elected, the structure of the Provincial Council changes

After the vote in the thirteen Municipalities, it is the Province’s turn. The date has been set: it will be September 29th. It will be a very interesting challenge in light of the new political balances that have arisen after the vote on the territories the other day. Until then, the current bodies will remain in office on a prorogated basis, with their respective members until the election date. Since the Provinces reformed by the Delrio law (2014) are second-level elective bodies, whose bodies are made up of mayors and municipal councilors, the legislator also took into account that some of them may not be confirmed following the respective municipal elections and therefore the problem arose of the provincial representatives who in the meantime had resigned from their municipal roles. The Province of Ferrara is one of these cases. The main example is given by the failure to re-elect Gianni Michele Padovani, who is also president of the Estense Province, for the third term of mayor in Mesola.

We could continue with Francesco Colaiacovo, Riccardo Bizzarri, Ottavio Curtarello and Maria Dall’Acqua, all provincial councilors not re-elected in their respective municipalities. In the cases, however, of Laura Perelli (outgoing mayor of Tresignana) and Alessandro Amà (municipal councilor of Copparo), it will be necessary to wait for the results of the respective ballots to announce the electors. So how should we consider this situation? Given that Ferrara is among the 41 Provinces in Italy called to vote in 2024 to renew their respective Councils which have expired after their two-year mandate and that there are two (Cremona and Lucca) interested in renewing their presidents (4-year mandate) , the legislator’s response was, in fact, to standardize all the deadlines in a single Election Day on 29 September and to extend the bodies in office in their current compositions until their renewal. The only change to the national statistics of the Provinces voting at the end of September is that, with Ferrara, there will be three calls for the renewal of the president. The natural expiry of the current president Padovani would have been in December 2025 but, having not been re-elected mayor of Mesola, his role will last until September.

At this point, an interesting game opens up for both the center-right and the center-left. Much will depend on how the ballots end. Without a doubt, for the centre-right, conquering the Castle could be a guarantee of total synergy and alignment with the administration of the capital. On the other hand, attempting continuity for the center-left could represent an important opportunity to exercise a decision-making role at the tables on the strategic dossiers of the territory. This too is a game to be played.
