Viterbo – “If the mayor does not take a public step back, it will not be possible to re-establish normal union relations”. The general secretary of Uil Viterbo, Giancarlo Turchetti, responds bluntly to the request for a meeting sent by Chiara Frontini the day before yesterday to the confederal unions CGIL, CISL and UIL.
“As long as on her part – writes Turchetti to Frontini -, in her capacity as mayor of Viterbo, there is no public step back from her statements, both as regards the workers and as regards myself and the organization that I represent, it will not be possible to re-establish normal trade union relations”.

“That idiot Turchetti from Uil…”, stated the mayor at dinner with councilor Marco Bruzziches on the evening of 26 September. Also at the table were Frontini’s husband, Fabio Cavini, and the councilor’s wife, Anna Maria Formini.
Turchetti’s fault? Having reiterated more than once that Uil has left Corso Italia, where it has been for about forty years, because the historic center is unlivable. All in black and white in the transcription of the Viterbo prosecutor’s office of the recording made at the home of councilor Marco Bruzziches during the dinner on 26 September last year.
Again during the dinner at the Bruzziches house, Frontini also spoke about the defined municipal employees “human material to be thrown away”, at least for 50% of them. To then escalate the issue at the city council meeting on May 30th. Statements that infuriated the unions, especially Uil which organized a sit in against the mayor in Piazza del Plebiscito next Monday.
Prosecutors Massimiliano Siddi and Chiara Capezzuto have requested that Frontini and Cavini be sent to trial on charges of threatening a political body in competition. After a complaint from Bruzziches, after the dinner on September 26, and the investigations that followed. The hearing before the Gup Giacomo Autizi is scheduled for November 21st, in via Falcone e Borsellino, Palace of Justice. The prosecutors had also asked for immediate judgment, which was rejected by investigating judge Rita Cialoni.
“I hereby – reports Frontini’s letter to the trade unions – ask you for a meeting in relation to the recent debate on productivity and the evaluation system within the municipal administration, in order to hopefully reach a shared position on the topic. You are therefore invited to the municipal building in via Ascenzi 1 on 14 June 2024 at 12pm to discuss the topic in question”.
“On this occasion – continues the mayor – we will be able, if the conditions are met, to sign the minutes relating to the last monitoring meeting of the memorandum of understanding of last May 17th, as approved by all in the shortest possible way”.
“Dear mayor – begins Turchetti in turn -, in relation to the note received on 12 June, with the request for a meeting on 14 June at 12 at the municipal building in via Ascenzi in Viterbo, I would like to point out first of all that the topics to be deal with are purely categorical and, as required by the local authorities’ contract, the general secretary of Uil Fpl Maurizio Bizzoni will possibly participate in the meeting”.

“I would also like to underline – adds the Uil secretary – the instrumentality of a call that arrives the day after the announcement of a sit in, by the undersigned organization, together with the Uil del Lazio, in Piazza del Plebiscito on June 17th on topics that it knows well, i.e. the statements against the municipal employees and myself as well as the organization I represent. Therefore, precisely in relation to what has just been underlined, as long as on her part, in her role as mayor of Viterbo, there is no public step backwards with respect to these statements, both as regards the workers and as regards the undersigned and organization I represent, it will not be possible to re-establish normal trade union relations.”
“All this – concludes Giancarlo Turchetti – because the roles played by each of us are precisely roles and as such destined to pass away. But the meaning that these symbolize should absolutely not be outraged and denigrated. Just as the role of every single worker should not be outraged and denigrated. If this happened, the very meaning of the state, of democracy and years of struggle to achieve freedom of expression, criticism and trade union protections in this country would be nullified. And we cannot allow this.”

Presumption of innocence
In the Italian criminal system the presumption of innocence applies until the final sentence. Presumption of innocence which is based on article 27 of the Italian constitution according to which a person “is not considered guilty until finally convicted”.
