For the first time in 9 years there is no support for a budget practice.

The councilor Alberto Merelli illustrated the budget change thanks to which the municipal administration would have to proceed with the application of a quota of free surplus, equal to approximately 7 million euros and a quota of surplus intended for investments equal to approximately 1,700,000 euros.

Merelli: “The items towards which these sums will be used are various: social and cultural policies, transfers to families for the sports voucher, the extraordinary maintenance of the roads especially via Anconetana and via Marco Perennio, the interventions in via Fiorentina and al Baldaccio, on the properties for sports use, for the cycle paths envisaged by the Pnrr, contributions for equal opportunities. Some current revenue forecasts are also changed here, such as the single property fee, the ordinary IMU and the share of recovery of evasion, the proceeds from fines to the highway code and some expenditure items for utilities, vouchers are integrated and contributions in the scholastic field, purchase of new vehicles, sums useful to meet additional needs linked to the Pnrr projects”.

Giovanni Donati asked for clarification on the disposal plan while Marco Donati he focused on the resources for via Fiorentina, “for which we asked for a special commission of inquiry. Let’s bring the cost of that intervention to 10 million euros. A new school like Cesalpino costs less. By voting in favor of this variation, the majority assumes the burden of financing the most expensive work in the history of Arezzo. I make an appeal not to fuel this enormous expense.” Considerations shared by Giovanni Donati who recalled how “the request to interrupt the works on our part dates back to 2021”. For Piero Perticai “When a work is underway what do we do? It’s too late to block everything.” Egyptian Andreani he reiterated the requests of his question: “I hope that at least now some answers will be provided to me and if anything I am sorry that the necessary clarity has been lacking so far”. Simon Pietro Palazzo he highlighted “how there are 2 million euros for Tortaia, 2 million for via Piero Calamandrei, 790,000 euros for via Anconetana and 450,000 for via Marco Perennio. It seems to me that we respect the promise of improving the city within the framework of sound and coherent management.” The councilor Marco Sacchetti wanted to clarify that “the change in the budget for the part that concerns via Fiorentina involves considerations primarily of a technical nature and the complexity of public procurement. In the meantime, we are not throwing money out the window, our attention remains maximum. The new resources are preparatory to the approval of a supplementary variant appraisal. I remember that the project was born several years ago, in 2015, when the subservices were not focused on because it was our intention to obtain funding within the specific deadlines. When the contracting company detected the presence of the underground services it posed the problem, then Covid arrived and after 2020 we dealt with it meticulously with all the managers. At the same time, the need to move the sewer collector arose. Today work has restarted on a new section to definitively free the subsoil from any interference. All these works have generated an adjustment to the economic framework of approximately 3 million euros. The structure of the project, precisely, has not been changed in the meantime, if anything it has been improved”. Even the mayor Alessandro Ghinelli he pointed out “first of all that the traffic analyzes carried out by the offices at the dawn of the project demonstrated that a simple roundabout would not have satisfied traffic needs because at certain hours of the day it would have encountered obvious critical issues and would have reverberated on the neighboring traffic lights. Marco Donati’s appeal not to vote on the practice must be overturned one hundred percent because the Court of Auditors would ask us to account for the resources spent in the meantime on underground services. Personally, I am comfortable voting on the practice in these terms.” There was no quorum at the time of the vote.
