Ance report: public works boom in 2023 in Campania

Naples

Public works, there is a boom in capital expenditure by Municipalities in Campania in 2023 with an increase of 62% in just twelve months. There were 2,422 construction sites opened last year, with a progress of the Pnrr works equal to 25 percent. And the number of tenders for public works grows by 19.5% compared to 2022, even if the amount drops by 11.1%. As regards the real estate market, sales of residential units in Campania are decreasing (-5.8%) (41,879 in 2023 compared to 44,447 the previous year).

These are some of the main data on the construction sector that emerge from the report “Regional construction scenarios Campania 2024” produced by the economic affairs, finance and study center directorate of ANCE (National Association of Building Contractors) and presented today by ANCE Campania at the headquarters of Acen after the annual meeting that the regional association of manufacturers held in the morning. The presentation was attended by the president of Ance Campania Luigi Della Gatta, the councilor for urban planning and territorial planning of the Campania region Bruno Discepolo, the councilor for urban planning of the municipality of Giugliano Roberto Gerundo and Giovanna Altieri of the Ance study centre, who explained the Report.

Luigi Della Gatta, president of the Ance Campania Builders, reiterated the need to sign the Cohesion Agreement for the use of FSC funds in Campania as soon as possible, especially after the recent ruling of the Council of State which accepted the appeal of the Campania Region: “Every day that passes – he explains – creates further damage for businesses. Until now, citizens and companies have always lost more than others. We don’t want to get into the political tussle, but it is essential that the Agreement is signed as soon as possible.”

I study

The report “Regional construction scenarios Campania 2024” highlights numerous interesting data, both on the general scenario and on the individual construction sector and relating in particular to the real estate market and public works, with various tables also disaggregated at provincial level. 64.2% of construction companies deal with specialized work, followed by the building construction sector with 33.4%. After the ten-year crisis that hit the sector causing the disappearance of almost 5,200 construction companies in Campania (-14%), since 2020 there has been a progressive improvement in production levels. In the two-year period 2020-21, the number of companies grew by 8.3%, a dynamic that is also confirmed in the two-year period 2022-2023.

The real estate market

The residential real estate market in Campania in 2023 concluded with a number of residential sales equal to 41,879, down by 5.8% compared to 2022. The negative dynamic interrupts the positive trend underway since 2015, with the exception of the pandemic year. The weakness of the real estate market is attributable to the restrictive monetary policy implemented by the ECB, which triggered a double regressive effect, affecting both the demand and supply of credit. Despite this, in Campania the housing demand remains high, with families increasingly looking for a home that combines their needs for adequate spaces with the liveability of the neighborhood and the services that the latter is capable of providing. offer. The need therefore emerges for an important redevelopment of urban spaces, with integrated mobility that is not only sustainable but also efficient and widespread in its articulation, and the implementation of socio-economic renewal initiatives, with the reconversion of abandoned structures or the creation of sports or cultural centers that can instill renewed vitality in cities and their neighborhoods.

Public works and Pnrr

In 2023, the public works sector in Campania experienced a phase of growth driven by the interventions of the PNRR and the closure, on 31 December 2023, of the 2014-2020 programming cycle of the European structural funds. Considering the Municipalities, responsible for a large part of the spending on local investments, in 2023 there was an increase of 62.3% compared to 2022, which confirms a positive trend that began in 2020 (+12%) and continued in the following two years. Focusing attention on the spending components relating to infrastructure investments, the results highlight a +65% compared to 2022, with greater investments in public works of 466.9 million euros. In Campania, construction sites have been opened or completed, financed in whole or in part by the PNRR, for 25% of the tenders published starting from 1 November 2021 and until March 2024.
