The assessment of the 2024-26 budget forecast for the Veneto Region was presented

(Arv) Venice 11 June. 2024 – During today’s session of the First Permanent Commission of the Veneto Regional Council, in which the sector councilor also participated, draft law no. was presented. 269, on the initiative of the Council, relating to the assessment of the 2024-26 budget forecast of the Region. In summary, based on the accounting results relating to the previous year, the financial availability for the adjustment amounts to almost 15 million euros; in detail: 5.53 million derive from the restitution of the administrative surplus of the Regional Council; 2.97 million from savings on interest expense relating to bonds and mortgages; 2.87 million from savings on regional co-financing dedicated to the PR-FERS 2021-27; 2.5 million from savings on resources dedicated to gross salaries for employees; 1.12 million from the positive balance between increased revenue and the related provision of the doubtful debt fund. The main spending policies refinanced: 3 million euros for the education and right to education mission (with particular reference to the regional law relating to the implementation of the right to university education); 130 thousand euros for the institutional, general and management services mission; 100 thousand for the protection and enhancement of cultural assets and activities (with particular reference to Arteven’s activity); 20 thousand for the sustainability of Veneto tourism; 800 thousand for sustainable development and protection of the territory and the environment; 2.1 million for transport and the right to mobility; 6.70 for social rights, social policies and family (private schools, voluntary regional civil service, promotion and enhancement of active aging); 650 thousand for agriculture, agri-food policies and fishing; 240 thousand for relations with other territorial and local autonomies (with particular reference to the Brenta Riviera, Po Delta, Eastern Veneto, Litorale); 200 thousand for the international relations mission; 1 million for each financial year of the three-year period 24-26 as a special fund for laws of the Regional Council. The proposal will also be examined in detail during the next sessions by the other council commissions. Subsequently, the Commission expressed itself positively and by majority, within its competence, on the council initiative bill no. 173 “Amendments to the regional law 6 April 2001, n. 10 ‘New rules regarding commerce in public areas’”, based on the Third Commission, and unanimously regarding bill no. 253, establishing the regional day for the safe and informed use of the internet and social networks, based on the Sixth Commission. Unanimity also when acknowledging report no. 224 relating to the Report on the activity carried out in 2023 by the Statistics Office of the Veneto Region which analyzes and interprets data on surveys of regional and national interest with the aim of promoting knowledge of collective phenomena to support the regional administration in the activity planning, control and evaluation of public policies. The Office promotes knowledge of the socio-economic and environmental reality of the Veneto; for this purpose, it participates in the National Statistical System (Sistan), collaborates with Istat in the implementation of the National Statistical Program (Psn) and carries out the function of operational coordination of the statistical activity carried out within the Regional Statistical System (Sistar). During the illustration of the document, the 19 statistical surveys on multiple subjects were recalled, with particular attention to the analytical study on tourism in Veneto in 2023, considered a ‘record year’ in terms of arrivals and presences with regard to pre-covid and the previous year; furthermore, the Commission’s attention focused on the analysis of the phenomenon of gender violence and the activity of the 26 anti-violence centers and the 28 shelters. Finally, unanimous green light also for Report no. 221 on the state of implementation, in 2023, of the international cooperation and promotion of human rights initiatives, referred to in Reg. Law no. 21/18, modified with L. reg. n. 11/22 which gave a three-year frequency to the preparation of the Plan, maintaining the annual frequency of the Report. In summary, the Commission focused on the projects that involved Beira, the second city of Mozambique – management of the emergency/urgency service for the population, with specific reference to obstetric and pediatric emergencies – and Angola, where the collaboration with the Venetian beekeepers has allowed the development of the marketing of honey and other products related to the sector. As regards the funded initiatives, 12 projects were financed (overall budget of approximately 400 thousand euros) which concerned Mozambique (3 projects), Senegal and Kenya (2 projects), Mauritania, Chad, Tanzania, Guinea Bissau and Bosnia Herzegovina (1 project), on sectors of intervention such as the environment, food safety, rural development of small grower-producers, access to primary education, support for local entrepreneurship, health protection. A budget of 62 thousand euros was allocated to the financing of 9 projects aimed at the construction and restoration of wells and water drawing systems on the African continent.
