In Puglia over three million voters voting: European and municipal, here are the polling times and how to vote (between separate voting and preferences)

In Puglia there are 62 municipalities involved in the administrative elections, of which 12 with a population exceeding the threshold of 15 thousand inhabitants, in which voting will take place with the double-round majority electoral system. In Bari, 345 polling stations will be open in all municipalities, with opening times on Saturday 8 June from 3pm to 11pm and Sunday 9 June from 7am to 11pm. At the same time we will also vote for the European elections. There will be more than 3 million Apulian people who will be able to choose their representative in the European Parliament on Saturday and Sunday.

The voting methods are different and split voting, which allows you to vote for a party and a candidate not connected to the latter, is not always permitted: in the European elections, for example, it is not permitted. In municipalities under 15 thousand inhabitants, separate voting is not possible: the election takes place in a single round and whoever gets one more vote wins. Only in the case of perfect equality in the number of votes is a run-off allowed. The voter is asked to express his/her preference for the mayoral candidate and the list with the related city councilor candidates. It’s a different story in municipalities with over 15,000 inhabitants, where split voting is allowed and a mark can be made on the mayoral candidate and on a list that doesn’t support him. The person who obtains 50%+1 of the votes wins: if a majority is not obtained, a run-off takes place between the two most voted candidates.

How to vote in the municipal elections

You vote for the mayor by marking the name of the chosen candidate. If you limit yourself to this, the vote does not extend to the linked lists. If, however, you also want to choose a list of the coalition that supports it, you must also draw a mark on the chosen symbol. If you mark only the symbol of a list, the vote also extends to the connected candidate for mayor. However, it is not permitted to vote for a list and a candidate for mayor that are not connected to each other. In this case, only the vote for the mayor remains valid.

It is also possible to choose one or two favorite candidates from the lists. If you vote for two candidates, they must be a man and a woman; otherwise, only the first of the two preferences is counted. By writing only the name of the councillors, the vote extends to the list and the candidate for mayor.

How to vote in the European elections

For the European elections, however, split voting is not permitted: you cannot select one list and then indicate candidates belonging to another. Compared to other countries, preferential voting is allowed in Italy: this means that you can cross out the symbol of a party and indicate up to three candidates from the chosen list. In the case of multiple preferences, however, these must concern candidates of different sexes: three men or three women cannot vote. You can vote by crossing out just the party symbol: in this case the vote will not go by default to the list leader indicated by the party, but only to the list.

For the European elections, counting operations will begin after the polls close (11pm on Sunday), while for the administrative elections they will start at 2pm the following day (Monday 10 June). It is forbidden to bring a mobile phone into the voting booth because voting is personal and secret and cannot be photographed.
