AND a real tug of war is taking place in the Municipality of Foggia between the Episcopal Council and part of the technostructure. Eight months after the election, delays in some sectors – starting with the educational bonus affair for 0-3 year olds for which there was no correct and timely budget change which included another million euros of regional funds for affiliated nursery schools due to an oversight by the responsible office – are causing the parties and the various lists of the broad progressive camp to rise up.
The mayor Maria Aida Episcopo in the short term it would need at least two other top management figures, to be placed in the key areas of the organisation. How will he recruit them? There are quite a few elected deans who miss the doctor Angelo Mascellocollaborator of Gianni Mongelli, who was one of the protagonists of the technostructure, also subsequently contributing to the recovery of the municipal budget.
At the moment, according to some sources within the Democratic Party, public works are also struggling due to a lack of staff. Many top-level officials have retired. These deficits end up obscuring even the figure of a super technician like the engineer Giuseppe Galasso, who certainly cannot personally map potholes, torn pavements and ruined flowerbeds. Everything is postponed until after the European elections and the balance of power that will be outlined at the polls.
Meanwhile, the mayor clarified some information from the administration. “The press release states that regarding some press reports that may cause confusion, the municipal administration of Foggia specifies that it will not activate requests for the year 2024 to cover its professional needs; therefore it will not draw from the maxi-competition launched by ASMEL (Association for Subsidiarity and Modernization of Local Authorities). In this regard, the administration specifies that membership of ASMEL took place only for the 2022 year and already in April last year the association was given notice of withdrawal.
