Asp Cosenza: hiring, mobility and mental health services. Comparison between Nursind and Health Director

COSENZA – A meeting was held at the ASP of Cosenza among the Nursind delegation of Cosenza composed of the Territorial Secretary Dr. Roberto Mazzuca and the managers Antonio Bartoletti and Goffredo Guerci, with the Health Director Dr. Rizzo Martino.

The meeting was requested following the Assembly of members of the Provincial NURSIND of Cosenza, in which there was a strong request to address various issues involving staff, starting with the state of emergency and the repercussions of the COVID pandemic from 2019 to 2023 has produced both in the governance activity of the ASP of Cosenza and in the entire evaluation process in relation to the objectives and results obtained for those fragile patients suffering from psychiatric pathologies throughout the provincial territory. Nursind asked for greater coordination with the General Director and his staff, in promoting, through comparison, a project that intends to strengthen that prevention and treatment system in the area, through consideration of the excellence, professionalism of employees, tools and structures for prevention, support, treatment, and risk factors relating to psychiatric pathologies. In particular, greater attention should be paid to the Psychiatry Unit located in the Annunziata hospital and to the Cetraro and Corigliano offices, or, for these, an increase in beds, as well as the opening of CSM 24 hours a day; appointment pursuant to Art. 18 (SPDC Cosenza) Head of Department.

Nursind also called for the improvement of mental health assistance services with the aim of strengthening the departments by creating greater cooperation with the third sector and social services. The creation of management models for therapeutic, rehabilitative and social rehabilitation programs (PTRP) and related staff training. Support for the DSM for the systematic adoption of the PTRP. During the meeting, the increase in the number of nursing and social health units to be used in those services was discussed, in particular within the OUs at hospital facilities which currently suffer from a shortage of staff. In this regard, it was requested to speed up the procedures regarding the use of the rankings for nurses and emergency drivers activated and not yet used, and the possibility, thanks to these new hirings, of allowing a mobility path within the ASP for the numerous colleagues who are entitled to it but who see themselves discriminated against and even overtaken by new hires, for this reason we demand constant discussion that stabilizes certain rules and avoids abuses, in some cases even oppressive attitudes. Regret, however, regarding the adoption of DEP (Professional Economic Differentials) and individual productivity for company employees, as delays and bureaucratic slowness do not favor the conditions for starting the procedures for starting a regulation.
