Councilor Daniela Bennati of the Progressive and Left Pole (M5S and UP) requested the hearing in the Environment and Urban Planning commissions of the technicians who contributed to the variant of the 2019 Common Acoustic Classification Plan.
The commission is discussing a Recovery Plan for a property in Via Galvani to change its intended use without succeeding because if on the one hand it is possible following the acceptance of the specific observation presented to the RU in 2018, the change was made inconsistent with the approval in 2019 of the amendment to the Acoustic Plan, creating a state of confusion to be addressed and resolved. The same act had in fact been withdrawn from discussion in the City Council by Mayor Persiani in light of our evidence of the state of affairs.
Already in 2019 it had been highlighted several times, by some members of the opposition, both in the city council and in the local mass media, how the approval of that variant to the Persiani administration’s acoustic plan was incongruent with the possibility of the change of use of the area.
At the time, in fact, there was a desire to maintain the industrial acoustic class with a series of technical and political reasons which collapsed when tested by facts.
Today the Municipality of Massa is being asked to be able to build eight residential units in a place where a sawmill carries out its industrial activity every day, as ascertained yesterday by an inspection by the Urban Planning Commission. The only solution is for the municipal administration to admit the mistake made in 2019, proceed with a variant to the Municipal Acoustic Plan, completing the relocation of the noisy industrial activities still existing in the area envisaged by the RU and the Structural Plan. The acoustic class of the area will have to be reduced to fourth to make the urban planning and acoustic tools coherent and the planning foreseen by the urban planning regulation possible.
