Simplified procedures

Effective June 6, 2024 the update of the provisions on general authorization for emissions into the atmosphere for production plants building products pursuant to Legislative Decree 152/2006.

As required by article 272 of Legislative Decree 152/2006 the Region with managerial determination 27 May 2024, n. 404 has updated the rules with which they businesses can adhere to the general authorization for atmospheric emissions, a lighter procedure than authorization. The plants and activities affected by the rules in question (detailed in Annex 1 to the provision) are those of concrete mixing, concrete production pre-packaged, crushing And screening of aggregatesproduction of concrete and plaster products, processing of stone and similar materials. The regulation replaces and updates that approved with Dgr 17 February 1997, n. 71-16738.

New applications must be submitted 45 days before of the installation of the system according to the methods indicated in the annexes to the determination. For systems that they already operate upon adhering to the previous simplified regulation, a transitional adjustment period to new prescriptions which goes up to 180 days.

They cannot apply of general authorization for emissions, the managers of the establishments – in which the installation of the systems indicated in the simplified regulation is envisaged – which are subject to authorization for energy production plants renewable (article 12, Legislative Decree 387/2003), proceedings environmental impact assessment, waste management authorization ex article 208, Legislative Decree 152/2006 and integrated environmental authorization (Hague).
