The Civitavecchia Civil Protection model arrives in Brussels

In these days the coordinator of the Crisis Unit Valentino Arillo and the manager Giulio Iorio are participating in the 8th European Civil Protection Forum 2024, Charting a path for the future of European Civil Protection and the Civil Protection Mechanism (UCPM). In recent years, the world has witnessed an increasing frequency and intensity of disasters of different origins, exacerbated by the impacts of climate change.

Widespread wildfires, extreme weather events, earthquakes, major public emergencies, armed conflicts, and hybrid actions have caused devastation to human life, property, the environment, and inherited cultural heritage. Systemic shocks such as the COVID-19 pandemic and Russia’s war of aggression against Ukraine highlight the complex, cross-sectoral and cross-border nature of the challenges facing Europe, as well as the need for continued solidarity and of an integrated, multi-risk and interdisciplinary approach for effective prevention, preparedness and response.
In collaboration with its Member States and other partners, the European Union has led efforts to build a Union that is more resilient to disasters and equipped to address an increasingly complex and evolving emergency risk landscape, now and in the years ahead. come.
Over the course of two days, more than 1,550 people from over 70 countries will engage in discussions, exchange of knowledge and best practices, networking and community building. Civil protection and disaster risk management authorities at different levels of governance, first responders and civil society organisations, the private sector, science and academia, EU institutions and partner international organisations.
With this spirit of collaboration, experience and knowledge, the coordinator Valentino Arillo, who recently joined the National Council of Italian Disaster Managers, and the engineer. Giulio Iorio, who has been directing the civil protection sector for the municipal administration for several years, will bring the voice of Civitavecchia to the European Community of Civil Protection, so that together with the other participants we can reflect critically on the past, identify what worked well and what we would have could have done even better. share a common understanding and knowledge for the action needed to build the future with efficient and sustainable efforts.
“I am honored to represent Civitavecchia on an international level – declared the coordinator Arillo – with a civil protection model that we have built together with the magnificent volunteers of the Municipal Group, with the support and professionalism of the manager Giulio Iorio and above all of the various Mayors and managers of the National Operational Structures that have followed one another from 2010 to today. Arillo certainly continues, with the numerous interventions of all colleagues at the various tables, we can contribute to the growth of stronger communities on a local, regional, national and European level and chart a path for the future of European civil society. We will have the opportunity to present a diversity of ideas and perspectives, adds the manager Giulio Iorio, policies and practices, taking as an example what we have had to face in Civitavecchia in recent years, of how we have organized the logistics of Pronto Impiego, the Municipal Operations Centre/ Mixed, where it saw its maximum efficiency during the Covid 19 emergency, hosting within the offices all the consular representations that had to organize the repatriation of their compatriots. We will certainly make our contribution and bring “the Civitavecchia model” so that others can adopt it as has already happened in Italy, concludes Arillo, recalling the goals achieved in recent years, one among all, the scientific protocol with ENeA and CISSTEMa., for the study and research into technologies and procedures, in the field of emergencies, joint-force exercises in “dual use” with the FF.AA. and of and Police Forces. We will be careful to explore future challenges and opportunities, including economic ones, with European projects to bring to our territory.”
