HOW TO GET LOST ON THE ROAD OF THE “TRATTURO”

by Luigi Liberatore – A building. A few square meters and a volume that in any other city would go unnoticed or perhaps relegated, or sanctioned, due to an investigation by the municipal police. A minor urban planning violation, perhaps even remediable in accordance with current legislation, but not here in Sulmona; not here in a situation in the which finds itself exercising the political-administrative activity of an extemporaneous executive, alien to the popular will although equipped with every power. We are not interested in dwelling on the technical matter, nor in pursuing traces of alleged malfeasance, but rather in observing, also in light of recent declarations by the politicians of Palazzo San Francesco, the haste or anxiety of declaring themselves extraneous to the issue in order to unload all burdens on the responsibility of the technical offices. This is the meaning given to the problem by the councilor for Public Works, this is the response offered to the minority in the Sulmona City Council by the mayor, Gianfranco Di Piero. Do you want to know what I think about this matter? Well, I’ll tell you in a nutshell. I am led to believe in the goodness of the behavior of the offices in the procedural field, above all because they have shown no hesitation in providing clarifications both to the administration in office and to the minority which has in its hands a further reason to unleash the political uproar. For a property, whether it is built on unbuildable land or subject to protection, or which has presumably obtained state bonuses in an illegitimate manner, the life or death of the administration of a city cannot be decided. That building, considered illegal, in via del Tratturo, demonstrates all the political lability of the city of Sulmona which would instead need many other observatories to escape from the crisis that keeps it prisoner or tied to a ghostly provincialism. The mayor says that he knows nothing about that property whose file is among the many piled up in the offices, as if he belonged to another world. The opposition, or part of the one that is still alive and free from perverse entanglements with the same majority, is struggling in vain with a minor real estate deal which nevertheless serves to keep alive a glimmer of hope for the city. Really, who cares about Sulmona anymore? Speaking of sheep tracks, the shepherds of d’Annunziana come to mind. Do you want to see that they were better than these administrators?
