Regional elections in Piedmont: how and when to vote

On the weekend of 8 and 9 June, coinciding with the European elections and with the administrative consultations in around 3,700 Italian municipalities, in Piedmont there will be a vote to renew the council and the president of the regional council. Here is in detail how and when to vote.

When you vote

The polls will be open from 3pm to 11pm on Saturday 8 June and from 7am to 11pm on Sunday 9 June, coinciding with the European elections and administrative consultations.

Voting paper

The voter will have a single card with the marking of each constituency list with two lines next to it reserved for the possible indication of preferences. On the right are the name and surname of the connected presidential candidate and the mark of the relevant regional list. In case of connection with multiple constituency lists, the presidential candidate and the regional list are placed at the center of the rectangle which includes all the signs of the connected constituency lists.

How to vote

The vote can be cast for the district list alone or for the presidential candidate and his regional list alone or for both. The so-called split vote is also permitted. Specifically, the voter can vote for a constituency list by making a mark on the marker or by expressing a preference vote for one or two candidates from the same list. In this case, the vote is also considered to be expressed in favor of the connected presidential candidate and his regional list. You can also vote for a presidential candidate and for his regional list, by marking the name or mark of the regional list and for a district list connected to him, or for just the presidential candidate and for his regional list. In the latter case the vote is not considered to be expressed also in favor of the connected district list or lists. Finally, separate voting is also permitted: you can vote for a presidential candidate and for his regional list and for an unconnected district list, by making a mark on the relevant marker.

For constituency lists, each voter can express one or two preference votes. In the case of expressing two preferences, they must concern candidates of different sexes from the same list, under penalty of cancellation of the second preference.

Voting procedure

The electoral law for Piedmont, revised in 2023, establishes that the candidate with the most votes will be elected president and his coalition will be assigned a majority prize guaranteeing 55% of the seats in the regional council. This percentage can rise up to 64% if the candidate obtains 60% of the votes. The Regional Council will be composed of fifty councillors, of which forty will be elected proportionally and the remaining ten through a majority system. This reform also introduces gender equality both in the lists and in the expression of the vote, allowing voters to express preferences for candidates of both sexes.

Barrier thresholds

There are thresholds for coalitions (at least 5%) and for individual lists (3%).
