STOP – Green houses? The impact on the Marche housing system is impressive. Stefano Violoni, president of Ance Marche, the manufacturers affiliated with Confindustria, is convinced of this.

Violoni, what will happen after the approval of the European directive?

“Our estimate, to date, is that in the Marche at least seven out of ten houses will need to be made more efficient: a situation perhaps worse than that found in other regions due to our rather dated real estate assets over the years”.

Other ‘risk’ factors?

“It must be taken into account that the Marche is among the longest-lived regions and our grandparents and fathers should renovate their property when the assets at their disposal should be used to guarantee a healthy old age”.

What does the directive provide?

“A reduction in average primary energy consumption of at least 16% by 2030 and 20% by 2050 for existing properties, and zero-emission buildings for new constructions”.

What do you think?

“A train to be hooked up for sure, but adequate and long-term financial instruments will be needed, with few, clear and well-defined rules and, above all, without sudden changes taking place, like those we witnessed with the superbonus. On the contrary, there is the risk of stopping at good intentions.”

Is the green homes directive enough?

“It should be integrated into two other plans, one national and the other regional. This concerns, in particular, the National Building Renovation Plan which requires full freedom on the methodologies used to achieve the expected targets, without imposing types of intervention. And then there is the impact of the European rules on the regional urban planning law, passed at the end of last year and about which Ance Marche had expressed more than one doubt”.

What are the risks?

“Many small municipalities will have difficulty managing the technical complexity of urban planning, even if simplified, due to budget and staff shortages, so they will need to be accompanied”.
