Pavia fourth in Lombardy for proceeds from fines

PAVIA – Pavia confirms its fourth place in Lombardy in terms of proceeds deriving from fines and sanctions for violations of the Highway Code. According to an analysis by Facile.it, in 2023 Lombardy municipalities collected over 193.7 million euros from this type of infringement, and Pavia is positioned behind Milan (with over 147 million euros collected), Brescia (12.4 million) and Bergamo (7.5 million).

However, if you look at the “per capita fine”or the ratio between the proceeds deriving from fines and the number of resident inhabitants, Pavia rises to second place. With a average of 90 euros each, the people from Pavia surpass those from Mantua (73 euros) and those from Como (65 euros), classifying themselves as the Lombard citizens who pay the highest fines in proportion to their number.

Even more interesting is the data relating to Lombardy municipalities with fewer than 4,000 residents. In this special ranking, Pavia boasts two municipalities on the podium: Vellezzo Bellini (in second place with over 986 thousand euros in fines collected against 3,398 inhabitants), Tromello (in fourth place with more than 875 thousand euros for 3,630 inhabitants) and Bressana Bottarone (3,463 inhabitants, in fifth place with over 655 thousand euros).

These data highlight a complex picture in which Pavia stands out for its double soul: on the one hand, as the provincial capital, it ranks second in Lombardy for the volume of fines collected; on the other hand, if we consider the smaller municipalities, a very different reality emerges, with some towns in Pavia holding the sad record of the highest per capita fine in the region.

There are several possible explanations for this phenomenon. Certainly the presence of high-flow state and provincial roads, combined with the intense traffic generated by commuters and tourists, plays an important role. Furthermore, the effectiveness of controls by the police and the presence of speed cameras could contribute to the data.
