In view of European elections of 8 and 9 June the Municipality of Latin invites voters who wish to send theirs application as Scrutineer or President of the seat in subrogation, in case of resignation of the holders appointed according to the legal procedures.
During the 2022 electoral round, on the eve of the opening of the polls, both presidents and scrutineers were missing in many sections of Italy. In Rome alone, as many as 500 presidents and scrutineers had defected.
Mindful of what happened, to avoid the repetition of similar situations also during the European elections in June, the Ministry of the Interior has issued a circular inviting the municipalities to organize themselves in time in order to ensure by 3.00 pm on Saturday 8 June opening of all sections present in the territory with full members of the polling station, providing for timely replacements in the event of cancellations.
There Prefecture of Latina therefore represented to the Municipalities the need to prepare a additional list of voters willing to take over the roles of member of the polling station, both scrutineer and president, in case of renunciation of the owners.
How to apply for the positions of Substitute Scrutineer or President of the polling station in Latina
The Municipality of Latina intends to create a additional list for takeover in the exercise of the functions of member of the polling station, both as scrutineer and as president, in all cases of sudden absence of those originally appointed.
THE citizens registered on the electoral lists of the Municipality of Latina interested in being appointed as Presidents and/or Scrutineers of polling stations in subrogation on the occasion of the next EUROPEAN ELECTIONS OF 08 AND 09 JUNE 2024 must communicate their availability by filling out the formspecific form.

Such communication of availabilitytogether with a copy of the declarant’s identity document, must be received by email BY 12:00 PM ON THURSDAY 31 MAY taking care to indicate the following wording in the subject: “AVAILABILITY OF ADDITIONAL LISTS FOR EUROPEAN ELECTIONS”.

The declaration of availability concerns the case in which the holders appointed according to the legal procedures were to renounce.
For the function of President of the polling station, the appointment is made according to the procedure of the Court of Appeal within the 30th day before the voting date. Only in the event of resignation/impediment of the first nominees and close to the elections will it be possible to proceed at municipal level to identify possible replacements.
For the function of scrutineer, in compliance with current legislation, the appointment of the holders is carried out by the municipal electoral commission. Only in the event of absence or impossibility of the members originally appointed will the additional lists be drawn upon to take over the remaining vacant positions.
If the availability communications are greater than necessary, the appointment will proceed according to the order of arrival certified by the protocol number.
The requirements to carry out the functions of President or Teller
Please remember that are excluded from the functions of Scrutineer and President of the polling station as provided for by the art. 23 of Presidential Decree 570/60 and art.38 OF Presidential Decree 361/57:
- employees of the Ministry of the Interior, Ministry of Posts and Telecommunications and Transport
- members of the Armed Forces in service
- municipal secretaries and municipal employees assigned or assigned to serve at municipal electoral offices
- the candidates in the elections for which voting is taking place
Below i expected requirements for scrutineers and chairmen:
Scrutineers
- be a voter of the Municipality
- have fulfilled their scholastic obligations
Chairmen of the polling stations
- be a voter of the Municipality
- be under 70 years old
- be in possession of at least a secondary school diploma
What is the compensation of the President and the Scrutineers for the 2024 European Elections?
The Presidents and Scrutineers of polling stations are entitled to the fixed fees referred to in Article 1, paragraph 6, of Law no. 13 March 1980. 70, increased by 15% (art. 1, paragraph 4, legislative decree of 29 January 2024, no. 7).
These fees correspond to:
- Euro 138.00 for the Presidents of the ordinary seats
- 82.80 euros for the Presidents of special seats
- Euro 110.40 for scrutineers and secretaries of ordinary polling stations
- 56.35 euros for special polling stations
It is specified that the availability required is from Saturday 8 June, from 7:00 to 23:00, and Sunday 9 June, from 7:00 to the end of the counting operations, which will begin immediately after the polls close at 23:00
