TERAMO – Following the statement issued by the undersigned Consortium yesterday morning, despite ourselves we must point out that the silence of the Mayor in office represents a great disappointment for all citizens and for the category of traders in particular.
In 2018, upon taking office, Gianguido D’Alberto exuded “listening” from every pore, finally announcing
the era of participation (which had been precluded by the previous Mayor), of sharing, of active citizenship
which would have given new life to our city. In 2019 the new municipal statute was approved and then, in 2020,
the new Regulation on participation.
But also to the test of facts D’Alberto, like its predecessor, he closed himself in the asphyxiated ivory tower of his control room and left the whole world outside. Without listening. Without possibility of participation.
What a huge disappointment.
There is an obligation to reiterate that the Municipality of Teramo is clearly violating its own municipal statute
because it does not guarantee to all those entitled to exercise the active and passive electorate in the bodies of the
Macroarea 5 – Historic Centre, whose elections are scheduled for tomorrow, Sunday 19 May 2024 from
08.30 to 22.30.
We return to underline how the approximately 400 commercial businesses (with approximately 1,000 workers) insistent in
Macroarea 5 – Historic Center cannot be represented in any way within the neighborhood bodies, in addition to all the professionals, artisans, entrepreneurs, students and sixteen and seventeen year olds who also work and spend their time in the historic center of the city most of their days, all of whom are equally prohibited from participating and representing.
This obvious violation of the municipal statute is irrefutable by anyone and represents a vulnerability to the right of participation that the Mayor himself had claimed to include in the municipal statute approved by his own majority in 2019.
Some unwary people have publicly tried to throw her into confusion, even claiming that the writer
Consortium artfully raises controversies, instrumental to who knows what interests, when it is clear as day that the intent
of the entire category of traders, who live and work in the center of the city and represent its very soul, is
only that of being able to participate in neighborhood and macro-area bodies, as is his precise right in terms
of the art. 74 (significantly entitled “Individual Rights”) of the current municipal statute: “The subjects holding the
rights relating to participation institutions are: – non-residents who exercise their own rights in the Municipality
work and/or study activities; – citizens resident in the Municipality, not yet voters, who have turned sixteen
years of age.”
The “participation institutions” referred to in the aforementioned article of the municipal statute are obviously also the
“participation bodies” referred to in Title II of the current municipal participation regulation, i.e. the
“Municipal councils”, the “Working tables” and the “Neighbourhood and district committees”.
Therefore we return once again to publicly ask the Mayor Gianguido D’Alberto, the Councillor
participation Pina Ciammariconi and the promoting Committee, that the elections as called above are held
postponed to allow the modification of the Statute of the Neighborhood Committee and, consequently, the widest one
participation of all those entitled pursuant to the municipal statute.
Obviously, if this attitude of closure and violation of individual rights continues,
we announce from now on that we will turn to the competent authorities to see the rights we are entitled to recognised, and
not only to the judicial authorities but also to the regional ombudsman – The Shopping Consortium in Teramo Center –
