Some of them even had the Basic income: but they continued to defraud the state with non-existent tax credits on eco bonuses. A scam worth more than a billion euros was identified by the men of the Guardia di Finanza of Savona, who, starting from the Ligurian provincial capital, identified a network that touched the whole of Italy. In particular they focused on the ecobonus and the facade bonus. They had managed to create completely non-existent tax credits, obtained through the use of false invoices for work to be carried out on properties owned by individuals resident in the Savona area. From Liguria they moved towards the rest of Italy, replicating the same scam on a national scale, also involving real ghost companies or total tax evaders with inconsistent business volumes and without even ownership of real estate. Among these there were even recipients of citizen’s income. Some companies generating fictitious credits had in turn purchased further credits of this type, as in the case of a person who had purchased credits as a natural person from a company he himself represented.

In addition, some of the subjects involved had already carried out the undue compensation, obtaining illicit and appreciable tax advantages, while another had purchased blocks of fictitious credits with a nominal value of hundreds of millions of euros against a negligible amount actually paid . Following investigations by the Guardia di Finanza, the Savona prosecutor’s office issued a preventive seizure decree for the amount of one billion euros to be carried out on the tax drawer of the 311 economic subjects involved, holders of the tax credits. Then 85 searches were carried out on all the companies generating fictitious credits in Liguria, Piedmont, Veneto, Lombardy, Trentino Alto Adige, Tuscany, Emilia Romagna, Lazio, Campania and Puglia.
