Upon proposal of the Regional Council, the Regional Council approved the Waste Plan on 12 March 2024.
In said Waste Plan, as regards the possibility of creating new purpose landfills,
new elements are introduced compared to the previous plan which make such an eventuality possible and concretely achievable.
Specifically, in chapter 32 “Regional location criteria for plants” it is highlighted that in
paragraph 32.1 “Application of location criteria” (page 371) introduces a new principle which
goes in direct contradiction with the previous plan and in fact:
Well, in the 2016 Plan it was intended to distinguish the location criteria for the identification of areas
suitable for urban waste treatment and disposal plants, from the location criteria for the
treatment, recovery and disposal plants for hazardous and non-hazardous special waste.
On the contrary, in the recently approved waste plan, this distinction is no longer used
therefore the location criteria defined in the current Plan apply to all plant types
In essence, solid urban waste is treated as hazardous waste.
In the following paragraph 32.2 of the current plan (page 372), “Exclusion from the scope of application of
localization criteria, the cases in which the localization criterion is not even used are listed.
Among the various cases, (see page 373), of the “Regional Waste Management Plan 2024”, there is the letter “N)”, in
which indicate the landfills for permanent safety and waste treatment plants
waste created in the area being reclaimed and intended exclusively for remediation operations
contaminated sites, as cases where the siting criteria do not apply.
Translated, essentially, it means that the Calabria Region with this new Plan has opened a
mesh that allows, immediately, the creation of new purpose landfills in our city.
Therefore considering that the new Regional Waste Management Plan allows these to be achieved
of purpose landfills within the Sin areas and therefore within the Municipality of Crotone, as well
that the hazardous waste remains in Crotone;
Furthermore, considering that the preliminary services conference convened by the Ministry is underway
of the environment and energy security as discussed in the last one
meeting held of said body, which took place on 05.03.2024:
“Operational reclamation project, phase two for PAUR, update annex 3, Management Plan
waste”
Considering that there is a danger that we want to modify the Pob phase two in order to allow
the disposal of hazardous waste currently stored in sea landfills and in the former industrial area
Fosfotec and former Pertusola within the territory of the Municipality of Crotone and the Province of Crotone. Given the above, it is proposed to resolve the following:
The City Council of Crotone addresses an act of direction towards the Administration
municipal so that it wishes to formulate and, once formed, previously share with the Council
municipal, also through the competent permanent council commission, rather than in
special meeting of the Council convened for this purpose, observations to be addressed to the Conference of
services aimed at avoiding the possibility of dangerous waste being present within the area
industrial rather than in the urban area of the city of Crotone, are disposed of in the territory of
Municipality of Crotone or in any case within the Province of Crotone.
A request is also made to the Calabria Region to amend it before June 17th
of the current year, the date set as the end of the Services Conference currently underway
development, the Regional Waste Plan currently in force, establishing the explicit prohibition of
create purpose-built landfills for hazardous waste in the Province of Crotone or in the Calabria Region e
that in any case we want to decree a ban on the use of landfills already existing in the territory of
Municipality of Crotone and the Province of Crotone in order to dispose of the hazardous waste coming from
from the industrial area indicated above.
It is requested that the resolution of the city council, as approved, be transmitted to
President of the Calabria Region and the President of the Regional Council of Calabria.
